At COP26 in Glasgow last year, the global donor community promised to double finance for adaptation from the current rate of up to a quarter of climate financial flows earmarked for the developing world. It is expected at COP27 that significant progress will be made on climate finance including the delivery of the promised $100 billion a year to assist developing countries.

This year’s report found that cumulative adaptation finance to 2030 will come to less than one-quarter of the estimated needs stated by African countries in their National Determined Contributions (NDCs). In 2019 and 2020 an estimated $11.4 billion was committed to climate adaptation finance in Africa with more than 97% of the funds coming from public actors and less than 3% from the private sector. This is significantly less than the $52.7 billion annually to 2030 it is estimated African countries will need.

To increase the volume and efficacy of  adaptation finance flows to Africa over the coming decade, the report makes a number of recommendations:

  • Financial institutions must mainstream resilience into investments they are making.
  • Policy makers and other stakeholders must build an enabling environment for adaptation investment.
  • Financial innovation for adaptation must match country-level policy and market conditions.

Volta Regional Minister to appear before Parliament on Tuesday

Accra, Oct 28, GNA – Dr Archibald Yao Letsa, Volta Regional Minister, is to appear before Parliament in Accra on Tuesday, November 1, 2022, to tell the House when the relocation of the victims of tidal waves in the Ketu South Constituency would commence.

Majority Chief Whip Frank Annoh-Dompreh, presenting the Business Statement in Parliament, for the weekend, Friday, November 4, 2022, said, the invitation of Volta Regional is in response to a scheduled question standing in the name of Madam Abla Dzifa Gomashie, MP Ketu South Constituency.

Tidal waves have hit seaside communities in the constituency in recent years, with some hitting parts of the municipality on Sunday, April 3, 2022, and leaving 20, 000 people stranded at Agavedzi, Akplabanya and its adjoining communities.

This comes barely four months after hundreds were left stranded in some coastal communities in the year 2021.

When the Minister comes to the House, he will be expected to give details on government interventions to the affected communities.

Other MPs present in the House would join Madam Gomashie in asking the Minister for answers during supplementary questions’ time.

Other Ministers slated to appear before the House next week include Mr. Ambrose Dery, Interior Minister; Dr Owusu Afriyie Akoto, Minister of Food and Agriculture; and Mr. Kwaku Agyeman-Manu, Minister of Heath.

The rest are Dr Kwaku Afriyie, Minister for Environment, Science, Technology and Innovation; Mr. John-Peter Amewu, Minister of Railways Development and Mr. Kwasi Amoako-Attah, Minister of Roads and Highways.

Mr. Annoh-Dompreh said in all seven Ministers were expected to attend upon the House to respond to 45 questions during the ensuing week.

He said there would be 11 urgent questions and 34 oral questions.

The Majority Chief Whip urged Committees with referrals to expedite work on same for consideration of the House.

Aspiring Western regional NDC chairman promises to win ‘orphan seats’

Takoradi, Oct. 28, GNA – Alhaji Gibril Laminn, aspiring to be Western Regional Chairman of the National Democratic Congress (NDC) has pledged to embark on a reunification drive to build a formidable party capable of winning the 2024 elections.

According to him, the unity of the party, especially among executives, was crucial.

He stressed that his outfit would put in place measures to ensure there was unity among party members ahead of the 2024 general elections.

Speaking in an interview with the Ghana News Agency (GNA), the 62-year-old communication specialist and a plantation farmer said he would provide leadership that would foster unity and reconciliation among members of the party.

With his campaign message dubbed “Operation Snatch the Orphan Seats”, Alhaji Laminn said he was on an agenda to win more seats for the NDC in the Western Region in the 2024 elections.

He underscored the importance of communication, saying, “communication remains the fulcrum around which every political party can propagate its messages to electorates and crucially for the NDC as a party in opposition.”

He bemoaned that the communication directorate of the party had not received the right support under the current regional chairman and pledged to fully resource the Directorate to be able to perform its role effectively.

“It is my desire to re-tool and resource the Communication Directorate to improve their capacity and output,” he said.

He also pledged to ensure that the party got a permanent regional office.

NASPAWAP increases prices of sachet, bottled water

Accra, Oct. 28, GNA – The National Executive Committee of the National Association of Sachet and Packaged Water Producers (NASPAWAP) has reviewed upwardly, the prices of sachet and bottled water.

A release signed by the Corporate Affairs Officer of the Association recommended that the 500ml iced bottled water be retailed at GHC2.50p, the 750ml, which is the medium size be retailed at GHC3.50p, the 1.5 Litres be retailed at GHC5.00 and, the iced sachet water should be retailed at sixty pesewas.

It said a bag of sachet water, that is the 500×30 sachets, be sold at GHS10 from the retail trucks at the old truck price.

The release said the retail price of sachet water and packs of bottled water from mini shops would be determined by the retail associations, using other determinants such as rent overheads that fed into the final retail price.

All the stated reviews will be effected on Monday, 31st October 2022.

The sharp upward review, according to NASPAWAP, was due to continued increases in input cost arising from the free fall of the Cedi against the major international currencies.

The above, the statement said resulted in most producers being unable to buy materials for production and others being unable to run.

The Association appealed to consumers to bear with it and called on Government to heed calls for tax reductions on the industry.
