Accra: The government has accepted proposals to place a constitutional limit on the number of ministers a president can appoint, with a proposed maximum of 60 ministers. Attorney General and Minister of Justice, Dr Dominic Ayine, announced the decision during the Government Accountability Series on Thursday, July 30, 2026, saying the proposal forms part of ongoing constitutional reform efforts.
According to Ghana Web, although the Constitution Review Committee recommended a cap of 57 ministers, the government opted for a slightly higher limit. "Government has accepted the proposal to cap the number of ministers but instead of 57 as the Committee recommended, Government is proposing that it should be capped at 60," Dr Ayine stated.
Dr Ayine explained that the proposed amendment would be entrenched in the Constitution to ensure that no elected president can appoint more than 60 ministers. He further stated that under the proposed reforms, ministers may or may not be appointed from Parliament, giving future presidents greater flexibility in selecting members of their executive.
The proposed changes are part of broader constitutional review efforts aimed at addressing long-standing concerns over the size of governments under successive administrations.
