Accra: President John Dramani Mahama has announced plans to develop a National Emoluments Policy aimed at addressing salary disparities within the public sector. The policy is set to harmonise allowances, strengthen performance-based compensation, and align public sector pay with Ghana's long-term development and fiscal priorities.
According to Ghana News Agency, President Mahama made this announcement during a meeting with Organised Labour under his Presidential Dialogue series at the Jubilee House on Tuesday. The policy is expected to provide the framework for the operations of a proposed Independent Emoluments Commission, which will oversee public sector remuneration.
The President explained that the Commission would be a constitutional body responsible for determining the emoluments of all public officeholders, ranging from the President to the lowest-paid worker. This initiative is part of the Government's commitment to reviewing the Single Spine Salary Structure to improve pay and working conditions. 'We seek a system where rewards are aligned with productivity, fairness, and national development goals,' he stated.
President Mahama further elaborated that the proposed legislative framework would initially cover public sector institutions, agencies, and state-owned enterprises, taking a differentiated approach based on financial capacity and operational realities. The inclusion of Article 71 officeholders would follow necessary constitutional amendments and legislative processes.
He assured organised labour of the Government's commitment to transparency, emphasizing that the true state of the economy would consistently be communicated to the public.
