Accra: The Director-General of the National Lottery Authority (NLA), Mohammed Abdul-Salam, has disclosed that the Presidency has endorsed the contractual agreement between the NLA and KGL Technology Limited. Speaking on Channel One TV's Face to Face program on April 21, 2026, Abdul-Salam revealed that the agreement underwent extensive scrutiny and consultations with key state institutions including the Ministry of Finance, Attorney-General's Department, and the Presidency.
According to Ghana Web, the Presidency has issued a directive affirming that the NLA is within its mandate to enter into such agreements with private operators like KGL, provided they align with regulatory objectives. However, Abdul-Salam emphasized that the state must secure a greater share of revenue from the arrangement.
He stated, "We initiated processes, engagements which had to even go as far as the Ministry of Finance and even to the presidency. We had to be directed to involve the AG. Initially, the NLA through the board wrote to the AG to give its position regarding the contractual agreement between the KGL and NLA. Then we had the presidency directing the formation of a committee to do a review of the contract and all that. Those processes have been walked, there is a completion."
Abdul-Salam further noted that negotiations are ongoing to improve the financial terms of the contract, ensuring that the government and citizens benefit more significantly from the partnership.
In 2024, the NLA signed three separate licensing contracts with the KGL Group. One of the contracts was a 15-year licensing deal for KGL to exclusively operate NLA's most prized 5/90 lottery online and via USSD mobile short code in Ghana. The other two were 10-year licenses granted to KGL to exclusively operate NLA's 5/90 lottery online and via USSD mobile short code in Nigeria and Cote D'Ivoire respectively.
