Istanbul: The Public Accounts Committee (PAC) has referred the Procurement Director of the Ministry of Tourism, Culture and Creative Arts, Anbella Selase Amevor, to the Attorney General for prosecution over alleged breaches of Ghana's procurement laws. The referral follows findings that three sole-sourced contracts, including office renovation works, exceeded the GHS200,000 threshold but were not advertised, contrary to the Public Procurement Act.
According to Ghana Web, during the May 21, 2026, sitting, PAC Chairperson, Abena Osei-Asare, questioned the official during proceedings, while stressing the procedural lapses. 'The auditors are saying that there were procedural breaches of the Public Procurement Act and that you entered into three contracts. These contracts for works was the request for quotation threshold of GHS200,000 and the Ministry failed to use the appropriate method of procurement of these contracts,' she said.
Pressed further, Amevor admitted the contracts were not advertised, describing the lapse as an 'oversight.' 'No, we went through the head of entity, but we were required to advertise. You did not advertise. Yes, please. And you call this an oversight,' she explained. She confirmed that the contracts had already been executed, involving renovation of office spaces in poor condition. But the Committee insisted that urgency did not justify sidestepping procurement rules. 'So, the fact that it was in a bad condition meant you had to sidestep the procurement? No, Madam Chair,' she responded.
The PAC concluded that the infraction warranted legal action.
