Accra: The Attorney General and Minister of Justice, Dr Dominic Ayine, has initiated legal proceedings against businessman Dr Joseph Siaw Agyepong and his company, J.A Plantpool Ghana Limited, over an alleged overpayment of $2 million related to the District Road Improvement Programme (DRIP) under the NPP government.
According to Ghana Web, the Government of Ghana in 2024 entered into an agreement with J.A Plantpool for the provision of equipment under the DRIP initiative. The Attorney General claims that the agreed contract sum was $178,704,739.50. However, the lawsuit alleges that while the contract's schedule of equipment lists this total amount, a precise calculation of the listed items actually totals $176,704,739.50.
This alleged discrepancy results in a $2 million overstatement, as per the Attorney General. Court documents detail that the contract included nine categories of equipment with specific unit and total costs outlined in the schedule. The Attorney General argues that the final contract sum incorrectly reflected the overstated total rather than the accurate sum derived from the itemized costs.
Despite the alleged overstatement, it is reported that the state fully paid the $178,704,739.50 to J.A Plantpool. The Attorney General has since demanded the refund of the alleged excess payment, but asserts that the money has not been returned. Consequently, the state is seeking a court order for Dr Siaw Agyepong and J.A Plantpool Ghana Limited to refund the alleged $2 million overpayment.
