Accra: Edith Ruby Opokua Adumuah, the Attorney General's prosecution witness in the ongoing trial of former National Signals Bureau (NSB) Director General Kwabena Adu-Boahene, has confirmed in open court that pre-financing of National Security operations was routine and part of established practices within the National Security apparatus.
According to Ghana Web, Ruby Opokua Adumuah, who is Head of Finance at the NSB, gave detailed testimony under cross-examination by lead defence counsel Samuel Atta Akyea at the Accra High Court (Criminal Court 3) on Wednesday, March 11, 2026. She explained how Special Operations funds were managed and applied, highlighting that due to late budgetary releases, the office sometimes lacked the requisite funds, necessitating pre-financing of time-sensitive operations.
During the cross-examination, Atta Akyea questioned Adumuah on the logistics of pre-financing operations, including whether Adu-Boahene had to pre-finance operations during his tenure. Adumuah confirmed that operations were sometimes pre-funded, with the expectation of reimbursement once budgetary releases were received. However, she admitted that not all pre-financed amounts were fully refunded, though she was unsure about specific details.
The session also explored the structure of National Security expenditures, such as Compensation, Goods and Services, Capitalisation Expenditure, and Special Operations Expenditure. Adumuah clarified that while these expenditures are audited annually, the Special Operations Fund remains unaudited due to its discretionary use by the National Security Coordinator, who oversees its distribution.
In the proceedings, Justice Francis Apangabuno Achibonga, who recently took over the case, urged Adumuah to provide clear and complete answers, emphasizing the importance of transparency in matters related to National Security.
Justice Achibonga adjourned the case to March 17, 2026, and March 18, 2026, for the continuation of the cross-examination, underscoring the complexity and sensitivity of the trial concerning the financial operations within the National Security framework in Ghana.
