According to ghana news agency:ccording to Ghana News Agency, Mr. Adzome stated that the Zonal Council members are frustrated by the prolonged delay in releasing funds from revenue collection, which affects their ability to undertake development projects in their respective electoral areas. He explained that although the Assembly had assigned certain revenue collection responsibilities to the Zonal Council, several lucrative revenue points, including banks, filling stations, hotels, and schools, were assigned to private collectors. This arrangement results in commissions being paid to private collectors that could have supported local development initiatives.
Mr. Adzome noted that the Zonal Council has repeatedly engaged the Assembly on the matter, including signing Memoranda of Understanding (MOUs), submitting reminders, and meeting with the Municipal Chief Executive (MCE), Mr. Stephen Adom, yet the issue remains unresolved. He highlighted that from 2015 to 2019, the Zonal Council collected revenue and paid the proceeds into the Assembly's account as required by law, but the Assembly failed to pay the Council its 50 percent commission. This failure has created difficulties for the Council in paying its revenue collectors and deprived various electoral areas of funds needed for small-scale development projects.
Mr. Henry Amesimeku, Municipal Coordinating Director, confirmed receipt of the Zonal Council's letter the previous Thursday and had referred it to the MCE. He explained that the MCE had been in Accra throughout the previous week and returned to the office only on Tuesday, August 11, indicating that management would need time to act on the concerns raised.
Mr. Turawah Yushau, the Finance and Administration Chairman of the Assembly, supported the concerns of the Zonal Council members, describing the matter as long overdue and expressing concern over its unresolved status despite earlier efforts. He promised to meet with the Assembly's management immediately after the meeting to find a lasting solution and appealed to the Zonal Council members to remain calm.
Mr. Stephen Adom, Ho Municipal Chief Executive, also appealed for restraint from the aggrieved Assembly members, assuring them that management would work towards a comprehensive solution. The development comes amid growing concerns among Assembly members over the availability and distribution of internally generated funds needed to support development activities within their electoral areas.
