Accra: Mr Isaac Yaw Boamah, Member of Parliament for the Effia Constituency, has urged the Effia-Kwesimintsim Municipal Assembly (EKMA) to uphold probity, accountability, and transparency in managing public resources to ensure value for money and effective local governance. He emphasized the need for the Assembly to ensure the efficient, judicious, and transparent use of public resources to promote the development of a prosperous municipality for the benefit of residents.
According to Ghana News Agency, Mr Boamah made the call at the Second Ordinary Meeting of the First Session of the Assembly at Effia. The meeting provided a platform for Assembly Members to deliberate on the revised 2026 Annual Action Plan, the revised 2026 Composite Budget, and other matters relating to the development of the municipality.
Mr Boamah noted that the resources available to the Assembly belonged to the people and, therefore, every cedi spent must result in measurable improvements in the lives of residents. He revealed that his review of the Assembly's Composite Budget, as of the end of May this year, showed expenditures in some areas that exceeded the approved budgetary estimates. He questioned the approval processes that allowed such expenditure overruns.
'The value of work done, if you juxtapose it to the resources that have been expended, for example under sanitation in excess of GHC2.8 million, needs to be looked at again in terms of efficiency,' he said. Mr Boamah, therefore, called on the Assembly to strengthen its accountability mechanisms to ensure value for money in project implementation.
'Transparency builds trust, and trust is essential for effective local governance,' he stated. The MP reaffirmed his commitment to supporting the Assembly and collaborating with traditional authorities and other stakeholders to accelerate development in the Effia-Kwesimintsim Municipality. 'Let us continue to unite as partners in development and build a municipality that future generations will be proud of,' Mr Boamah added.
