Finance Ministry Capacitates MDAs and SOEs to Strengthen Fiscal Risk Management

Freetown: The Fiscal Risk Management Division of Sierra Leone's Ministry of Finance, in partnership with AFRITAC West 2, concluded a week-long training workshop on Fiscal Risk Management Tools. The event took place on Tuesday, 26th May 2026, at the Ministry's conference hall in Freetown.

According to Sierra Leone News Agency, participants included the Ministry of Finance, National Revenue Authority, Bank of Sierra Leone, NPPA, MOPED, NDMA, AGD, Attorney General's Office, other MDAs, and State-Owned Enterprises (SOEs). During the closing session, Director of Fiscal Risk Division, Dr. Alhassan Mansaray, thanked AFRITAC West 2 and partner institutions for their engagement. He noted that the mission guided a comprehensive assessment of Sierra Leone's fiscal risk landscape and strengthened institutional frameworks for identifying, monitoring, reporting, and mitigating fiscal risks.

Dr. Mansaray added that the mission provided a valuable opportunity to review the existing Fiscal Risk Statement and Register while improving understanding of emerging fiscal vulnerabilities and management mechanisms. 'This hands-on training with IMF tools like FRAT, PFRAM, and DGLAT has significantly enhanced technical capacity across the Ministry and sister institutions,' he said. He commended progress on the draft standalone Fiscal Risk Statement and Register, noting stronger oversight of SOEs and deeper analytical skills in macroeconomic sensitivity analysis, contingent liabilities, PPP risk assessment, and debt-related vulnerabilities.

Financial Secretary Matthew Dingie thanked the AFRITAC West 2 team, stating the training would help sustain ongoing government reforms. 'The training was detailed and will improve our fiscal risk statement and outputs. Other countries can measure Sierra Leone's Public Financial Management actions against what our law requires,' he noted. He urged participants to apply the knowledge to drive necessary changes in their institutions.

IMF AFRITAC West 2's Regional Adviser on Public Financial Management and Mission Team Lead, Ilyas Tufan, expressed satisfaction with participants' bravery, questions, and contributions during sessions. He also thanked Ministry leadership for their support and hospitality.
