Accra: The Ministry of Gender, Children and Social Protection has established a dedicated support desk for victims and families affected by the secret filming and publication of explicit videos and images by a Russian national. The sector minister, Dr. Agnes Naa Momo Lartey, announced this initiative during a press briefing on Wednesday, February 18, 2026. She highlighted the provision of professional psychosocial counselling to help victims and their families cope with the emotional and psychological repercussions of the incident.
According to Ghana Web, Dr. Lartey emphasized that the psychosocial support extends beyond the individuals directly involved. It includes their close relations such as relatives and children, ensuring comprehensive support for all affected by the scandal. She urged victims who have not yet sought help to report to the ministry and access the available services, assuring them of the government's full backing.
'Those who are yet to reach out to us should know that they have the love and support of His Excellency John Dramani Mahama, who has mandated us to take charge of these issues,' Dr. Lartey stated. She encouraged the public to assist in reaching those affected by the scandal, providing toll-free numbers for contact and support.
Meanwhile, the Russian national involved in the scandal has been identified as 36-year-old Vladislav Aleksandrovich Liulkov. Following verification of his passport documentation, authorities are pursuing an international arrest warrant through INTERPOL, while maintaining active diplomatic channels. The scandal, sparked by the non-consensual recording and widespread circulation of intimate footage, has led to public outrage and formal complaints lodged with the Criminal Investigations Department (CID) by the victims.
