Le G20 ambitieux sur le plan de déploiement du fonds contre les pandémies cette année

YOGYAKARTA, Indonésie27 juin 2022 /PRNewswire/ — Les ministres des Finances et de la Santé des 20 plus grandes économies du monde conviennent d’établir un fonds pandémique révolutionnaire pour aider le monde à mieux prévenir, se préparer et répondre aux futures pandémies.

Le ministre indonésien de la Santé, Budi Gunadi Sadikin, et le ministre des Finances, Sri Mulyani Indrawati, ont coprésidé la 1ère réunion conjointe des ministres des Finances et de la Santé du G20 (JFHMM), au cours de laquelle les États membres du G20 ont convenu de la création d’un Fonds intermédiaire financier (FIF) pour la préparation, la prévention et la réponse aux pandémies (PPR), sous la tutelle de la Banque mondiale et les conseils techniques de l’OMS.

« Je suis heureux d’annoncer qu’un engagement de plus de 1,1 milliard de dollars a été obtenu pour le Fonds intermédiaire financier pour la PPR pandémique. » a déclaré le ministre Mulyani. L’Indonésie s’engage à contribuer à hauteur de 50 millions de dollars, Singapour à hauteur de 10 millions de dollars, les États-Unis à hauteur de 450 millions de dollars, l’Union européenne à hauteur de 450 millions de dollars, l’Allemagne à hauteur de 50 millions d’euros (52,7 millions de dollars) et Wellcome Trust à hauteur de 10 millions de livres (12,3 millions de dollars). Les États membres du G20 ont également souligné que le fonds serait inclusif par nature et permettrait aux pays à revenu moyen et faible d’y avoir accès.

La conclusion du JFHMM sera également discutée lors de la prochaine réunion des ministres des Finances et des gouverneurs des banques centrales (FMCBG) le mois prochain et fera l’objet d’un suivi lors de la prochaine réunion du groupe de travail conjoint Finances-Santé (JFHTF).

Le ministre indonésien de la santé, M. Budi, a souligné que le JFHTF du G20 a progressé dans la discussion de l’idée de la création d’un FIF qui a été introduite pour la première fois pendant la présidence italienne du G20 en 2021. « Je suis convaincu que nous obtiendrons des résultats concrets d’ici octobre, ce qui inclut l’établissement de la FIF et la collaboration avec la plateforme de coordination », a déclaré le ministre Budi.

Les deux réunions ont également convenu de la vérification universelle des certificats de vaccination COVID-19, des protocoles sanitaires pour faciliter la mobilité mondiale, et de l’expansion du Centre mondial de fabrication et de recherche pour la PPR, en particulier la production de vaccins, de produits thérapeutiques et de diagnostics devant avoir lieu dans les pays en développement.

Le directeur général de l’OMS, le Dr Tedros Adhanom Ghebreyesus, la Banque mondiale, GAVI, CEPI, le Fonds mondial et la Fondation Bill et Melinda Gates ont assisté à la réunion. Le Dr Tedros a déclaré que la FIF doit également être cohérente avec les autres initiatives mondiales en matière de santé. « Cette plateforme doit s’appuyer sur l’expérience de l’ACT Accelerator, du cadre de lutte contre la grippe pandémique et d’autres mécanismes. Il s’agit d’un axe important du volet santé du G20 sous la direction du ministre Budi », a-t-il déclaré.

Takoradi, June 27, GNA- Madam Evelyn Andoh, a 63-year farmer from Wassa Akutuase in the Wassa East District has been crowned the Queen of the “Gold in the Soil Award” held in Takoradi in the Western Region.

The award scheme, targeted at women was organised by Agrihouse Initiative Foundation, an Agriculture centred non-governmental organisation working to promote women’s interest in the agricultural sector.

Mr Yaw Frimpong Addo, the Deputy Minister for Agriculture noted how women continued to play key roles in the production chain and the need for them to be motivated to do more for the country.

He said the Planting for Food and Jobs initiatives and other similar ones had seen massive patronage and results due to the active participation of women.

Mr Addo was therefore happy that the contributions of women had been recognised and given a boost by the Agrihouse.

67 BRCs launched to support MSMEs

Accra, June 27, GNA- Mr Alan Kyerematen, Minister of Trade and Industry, has launched a one-stop enterprise support centre to provide Business Development Service (BDS) to Micro Small Medium Enterprises (MSME) at the district level.

With funding mostly from the African Development Bank (AfDB) and the International Fund for Agricultural Development (IFAD), the Ministry under the Rural Enterprise Programme (REP) has established 67 Business Resource Centres (BRC).

The core services provided by the BRCs include business opportunity identification; business plan preparation; facilitation of access to finance/credit; business diagnostics and training in management and entrepreneurship.

Other services are: business counselling and advisory services, productivity improvement programmes and capacity building for institutions.

Currently, there are 30 BRCs under construction and 37 in operation across strategically selected districts in the country.

The Minister, in his remarks at the launch, said the key to transforming the country did not lie in natural resources endowment but taking advantage of the human capital and unleashing of the entrepreneurial spirit of the population.

He observed that the transformation of the economy was hindered mainly by unemployment, poor revenue mobilisation and lack of sustained flow of foreign exchange.

Addressing those challenges, he said, would require the transformation of the MSME sector that created jobs and could help the country derive optimum benefit from trade agreements that allowed the country to export its products under free quota and duty free.

“All the people we are celebrating – the Mark Zuckerbergs- all started as MSME,” he said.

The BRC for that matter, he said, was a starting point for all Ghanaians to enquire about how they could invest and build for themselves in terms of sustainable business enterprises for enhanced livelihoods.

Mr Akwasi Attah-Antwi, the National Director, REP, disclosed that 37 BRCs operating since August 2020 had already registered and provided support to over 20,000 MSME firms.

“Currently, the Trade Ministry, Ghana Enterprises Agency (GEA) and REP have finalised the legal, regulatory, and institutional structures for the operations of the BRCs and also providing the necessary technical backstopping to ensure smooth operations for the BRCs,” he added.

The Chief Executive Officer of the GEA, Mrs Kosi Yankey-Ayeh, said the launch of the BRC was an exciting day for MSME as the World marked the MSME Day, which was celebrated to raise awareness on the contribution of MSME to sustainable development and the global economy.

“I would like to take this opportunity to celebrate every single business in the world but particularly businesses in Ghana,” she said

The REP signed a Memorandum of Understanding with the GEA regarding their expected roles and commitment to take full custody and management of the BRCs under a franchising scheme where the facilities would be managed by Private Sector Operators.

A Franchising Agreement was signed to that effect at the event between the GEA and operators to ensure the sustainability of operations and maintenance of facilities.

The REP under the current arrangement is expected to handover documents containing all the assets and information on the completed BRCs to GEA.

GSS to conduct next nationwide survey on Firms in 2023

Accra, June 27, GNA- The Ghana Statistical Service (GSS) will soon be inviting stakeholders for input as it prepares to conduct the second edition of the Integrated Business Establishment Survey (IBES) by the first quarter of next year, Mr Dominic Odoom, an official of the GSS, has said.

The Principal Statistician indicated that the survey, which was last carried out in 2014, was to among other things, enable the GSSto prepare a business register that captured the relevant information of businesses for the purposes of policy implementation and revenue mobilisation.

“We will collaborate with Metropolitan Municipal and District Assemblies (MMDA) and once we are done with data collection, for each district, we will give you the database of businesses identified in each district,” he said.

Mr. Odoom said this at a workshop on improving Market and Firm Efficiency in Ghana, which was organised by the International Growth Centre.

The 2014 IBES was the first non-household economic census that provides information on the structure and performance of the covered all sector of the Ghanaian economy, and subsequently used for rebasing of Ghana’s Gross Domestic Product (GDP).

It was carried out in two phases – a census phase, focused on collecting basic data on 638,480 firms that jointly employ 3.38 million workers.

The Phase II of IBES collected and produced statistics on operations of businesses based on the sample from phase I.

Dr Emmanuel B. Mensah, a researcher at the University of Groningen in the Netherlands, urged the GSS to increase the dissemination of the novel IBES findings in innovative ways to inform policy making and boost internally revenue generation.

He also encouraged the use of technology to capture key information such as location with GPS coordinates to allow for easy location of firms for further research work.

He added that, “due to privacy concerns, there must be anonymity of data if GPS are added.”

Start something before retirement-Kyerematen

Accra, June 27, GNA – The Minister of Trade and Industry, Mr Alan Kyeremanten says a work position cannot be bequeathed to family or children as a legacy and for that matter urged workers to develop an enterpreneurial mindset before retirement.

“At least make an effort to do something on your own.The truth of the matter is that all of us will be working for other people all our lives, working for government and thinking that that’s the end of the world” he said.

While baring in mind that the task of succeeding at enterpreneurship would be herculean, he said government was providing an institutional support mechanism through the establishment of the Business Resource Centres (BRC) accross the country.

Mr Kyeremanten also called on the Ministry of Finance to collaborate with the Bank of Ghana to provide a loan guarantee scheme that will provide liquidity for banks to support Micro Small Medium Enterprise (MSME).

“So we all know that the lifeblood of every business is money. So again, I’m going to use this platform yes I’m part of government. But I’m making an appeal to government to myself and to my financial finance working together” he added.

The minister made the remarks when he launched the nationwide BRC which is a one-stop enterprise support centre at district level designed to provide Business Develooment Services (BDS) to new and exisiting enterpreneurs and enterprises.

The centres which also serve as finance and investment facilitation hub and informariin resipository was established by tye Ministry of Trade and Industry under the Rural Enterprise Programme with funding from the African Development Bank and International Fund for Agricultural Development (IFAD).
