Accra: There are moments in public life when you witness the convergence of a man, his ideas, and the historical moment that demands them. For me, watching President John Dramani Mahama announce the imminent launch of Ghana's Free Primary Healthcare Programme was precisely such a moment.
According to Ghana Web, President Mahama's relationship with Ghana's healthcare infrastructure did not begin with the 2024 election manifesto. It began in the corridors of government during his first term, when he presided over one of the most ambitious periods of health infrastructure expansion in the country's post-independence history. The University of Ghana Medical Centre, the Dodowa District Hospital, and the Upper West Regional Hospital, among others, were all tangible expressions of a philosophy that quality healthcare is a birthright for every Ghanaian.
Perhaps no single project captured that philosophy more visibly than the transformation of the Greater Accra Regional Hospital at Ridge. The facility was renovated and repositioned as a modern referral institution, signaling the seriousness of the NDC administration in restoring and building healthcare facilities. Dozens of Community-based Health Planning and Services (CHPS) compounds were also commissioned.
When the NDC left office in 2017, many projects were left incomplete, halting progress. The COVID-19 pandemic highlighted the existing gaps in healthcare infrastructure, with hospitals struggling due to years of deferred investment. President Mahama acknowledged the damage, stating that the CHPS compounds were severely affected.
Mahama returned to the electorate in 2024 with a bold healthcare platform. The 2024 NDC manifesto committed to making primary healthcare free and universally accessible. Within weeks of taking office in 2025, the administration began implementing this promise. The 2026 national budget allocated GHS34 billion to the health sector, with GHS1.5 billion earmarked for the Free Primary Healthcare package and GHS2.3 billion for MahamaCare.
President Mahama's healthcare vision extends beyond Ghana. At the Africa Health Sovereignty Summit in 2025, he called on African nations to lead their own health priorities. He announced initiatives such as the Presidential High-Level Task Force on Global Health Governance and the SUSTAIN Initiative. Ghana's new primary healthcare programme, supported by the World Health Organisation, is set to launch on 15 April 2026.
The launch is a realization of a vision larger than politics. It represents a significant step forward for Ghana's healthcare system, promising real, measurable impact in the lives of ordinary Ghanaians. For those who supported this vision, the moment is not only personal but historical.
