Accra: Parliament has adopted the report of the Constitution and Legal Affairs Committee on the expansion of legal education and the promotion of awareness and training of legal professionals in the country. Mr. Dominic Ayine, the Minister of Justice and Attorney General, laid the Legal Education Reform Bill before the House on October 24, 2025.
According to Ghana News Agency, Mr. Ayine presented the explanatory memoranda and motion at the plenary. He stated that the legislation aims to enhance access to legal education and end the monopoly of the Ghana School of Law as the sole institution authorized to train lawyers.
During the debate preceding the adoption of the Committee's report, Mr. Mahama Ayariga, Majority Leader and Member of Parliament for Bawku Central, explained that the Bill would establish a National Council for Legal Education. This Council would oversee the accreditation of Law Faculties at universities for lawyer training and supervise a national bar examination.
Mr. Ayariga highlighted that the reforms would create a fair platform for qualified individuals to enter the legal profession, thereby increasing opportunities for aspiring lawyers across the country.
Members from both the Majority and Minority Caucuses supported expanding access to legal education but warned against compromising standards. They stressed the importance of implementing mechanisms to maintain the integrity and quality of the legal profession.
The adoption of the Committee's report marks a significant step towards transforming legal education in Ghana, as Parliament commits to reforms that balance accessibility with professional excellence.
