Accra: The Minister of State in charge of Government Communications, Felix Kwakye Ofosu, has clarified the National Democratic Congress (NDC)'s stance on the Operation Recover All Loots (ORAL), emphasizing that the initiative will be carried out strictly through judicial channels. Speaking on the program Key Points on TV3 on February 28, 2026, Kwakye Ofosu assured the public that the operation involves no extrajudicial measures.
According to Ghana Web, Kwakye Ofosu elaborated on the procedure of the operation, stating, "We have never said that there was any other way; it is an Operation Recover All Loot. How do you recover the loot? You have to be convicted by a court of the crime before you forfeit the property, which is believed to have been the proceeds of the crime. That is what we promised, and that is exactly what we are delivering." Dr. Tiah Abdul-Kabiru Mahama, Member of Parliament for Walewale, cautioned that the operation must meet its financial target, stating, "ORAL promised to retrieve $21 billion; anything short of that is failure."
The discussion was in response to President John Dramani Mahama's 2026 State of the Nation Address delivered on February 27, 2026. In his address, the president described ORAL as a "defining priority" for his government and a central pillar of good governance, accountability, and prudent management of public resources. The president noted progress in the collaboration between law enforcement, financial intelligence, and prosecution agencies, which has led to criminal proceedings and asset forfeiture against individuals and entities implicated in financial crimes. However, he admitted that more work must be done to meet public expectations, stating, "We must press harder on the accelerator."
