No Payment Made to Pwalugu Dam Contractor, Minister Reveals to Parliament

Accra: The Minister for Energy and Green Transition, Mr. John Abdulai Jinapor, has revealed that the contractor responsible for the Pwalugu Multipurpose Dam project has not allegedly received any payment for work carried out, contradicting earlier allegations of an $11.9 million payout.

According to Ghana News Agency, while addressing the Government Assurances Committee of Parliament on Tuesday, Mr. Jinapor stated, "Preliminary investigations showed no financial disbursement was made to the contractor." The Minister emphasized that the matter has been referred to the Attorney General for further investigation and possible prosecution. "Our preliminary investigations show that the contractor was not paid for the work done, and so, we have referred the matter to the Attorney General for investigation and possible prosecution," he told the Committee.

Mr. Jinapor highlighted a significant challenge in resolving the issue: the contractor's departure from Ghana. "The only unfortunate thing is that the contractor has left the shores of Ghana and so the Attorney General is well placed to handle that matter," Mr. Jinapor noted.

The Pwalugu Multipurpose Dam project is intended to support irrigation, flood control, and power generation in northern Ghana. However, the project has encountered delays and controversies related to procurement, funding, and execution.
