Accra: The Head of the Local Government Service, Professor Lord Kwaku Mensah, has spearheaded the launch of the Local Government Service IT Infrastructure and Systems Improvement Programme (LITISIP), a Smart Cities initiative designed to enhance local government services through digital technology. During the launch on Thursday, September 3, 2026, Professor Mensah emphasized that the programme aims to extend digital services and connectivity beyond government offices to communities across the nation.
According to Ghana Web, Professor Mensah articulated that LITISIP seeks to establish digital hubs within Assemblies, enabling citizens to access government services digitally. This initiative is also expected to provide young people with opportunities to acquire digital skills, offer students access to educational resources, and connect entrepreneurs with markets.
Professor Mensah highlighted the programme's focus on fostering 'connected communities' rather than merely 'connected government'. LITISIP will support the development of smart services in various sectors, including waste management, public safety, environmental monitoring, education, healthcare, and citizen engagement.
He further mentioned that the programme would equip Assembly managers with timely information to enhance decision-making, thereby making local government services more efficient and responsive. Additionally, he noted that a Smart City uses technology, connectivity, data, and innovation to improve the quality of life and make public services more accessible.
However, Professor Mensah cautioned that the initiative's success hinges on more than just installing digital infrastructure. He stressed the importance of strengthening cybersecurity, building the capacity of ICT personnel, and ensuring the sustainable management of the infrastructure.
He also pointed out that LITISIP aligns with the government's digital transformation agenda, creating opportunities within the digital ecosystem to stimulate economic activity and support a 24-hour economy. The ultimate success of the programme, he noted, would be measured by its impact on ordinary citizens rather than the number of connected sites or installed equipment.
