Accra: The Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralization (IMCC), Dr. Dominic Gameli Hoedoafia, has revealed that he, along with four other staff members, was dismissed from the Secretariat in 2023 under the previous administration.
According to Ghana Web, Dr. Hoedoafia, who served as the Executive Secretary of the IMCC since 2012, discussed his experience on Citi TV on June 2, 2026. He described the circumstances surrounding their removal as "interesting political gymnastics." The dismissal was executed by Dennis Miracles Aboagye, who informed them that financial constraints prevented the Secretariat from retaining them.
Dr. Hoedoafia explained that the decision was contested in court by the five affected staff members, including three senior officials. The legal proceedings led to their transfer into the Civil Service, with Dr. Hoedoafia being reassigned to the Ministry of Lands and Natural Resources.
He further elaborated that the rationale given for their dismissal suggested a redundancy situation, although no formal redundancy process was conducted. Dr. Hoedoafia emphasized that the letter of dismissal resembled a redundancy notice but lacked the accompanying procedures.
Dennis Aboagye was appointed as the Executive Secretary of the IMCC on Decentralisation in 2022 by then-President Nana Addo Dankwa Akufo-Addo. His responsibilities included implementing the IMCC's decisions on decentralization and managing the Secretariat's daily operations.
Dr. Hoedoafia stated, "Dennis Miracles Aboagye sacked me in 2023, saying they did not have the money to pay us." The dismissal has sparked discussions on the handling of staff reductions within government institutions.
