Accra: Artisanal fishers in Ghana have long relied on their extensive knowledge of the ocean to sustain their livelihoods, but this expertise is often ignored in formal fisheries management policies.
According to Ghana News Agency, these fishers possess the ability to interpret ocean currents, water color, bird movements, and moon phases to predict fish availability and identify productive fishing grounds. Despite this, their valuable insights are rarely incorporated into official decision-making processes.
Ghana's fisheries, crucial for the country's food security, are facing a significant crisis with the decline of key fish stocks such as sardinella. The Ministry of Fisheries and Aquaculture Development recorded up to an 80 percent decrease in sardinella landings between 2007 and 2016. Several factors contribute to this decline, including overfishing, illegal practices, and climate change. Despite government measures like closed fishing seasons and restrictions on new canoes, these policies often overlook the practical knowledge of the fishers who engage with these resources daily.
Artisanal fishers in Ghana have a deep understanding of ecological changes and can quickly adapt to environmental and technological shifts. Historically, their knowledge has played a crucial role in fisheries conservation, with traditional bans and seasonal closures allowing fish stocks to recover. However, fishers feel their involvement in policy-making is often tokenistic, leading to frustration and a lack of trust in the governance framework.

Ghanaian fishers do not seek to replace scientific knowledge but want to be recognized as key partners in resource management.
