CAGD Addresses Concerns Over Teacher Salary Adjustments

Accra:The Controller and Accountant-General's Department (CAGD) has clarified that the processing of salary adjustments and promotion arrears for teachers relies on the submission and validation of necessary documents by the Ghana Education Service (GES). This announcement comes in response to concerns raised by the Ghana National Association of Teachers, the National Association of Graduate Teachers, and the Pre-Tertiary Teachers' Association of Ghana regarding delays in updating the salary scales for promoted teachers.

According to Ghana News Agency, CAGD has emphasized its commitment to ensuring timely and accurate payments of salaries and allowances for public sector workers, in accordance with approved procedures and payroll controls. The department operates the Government's payroll administration through two primary platforms the Human Resource Management Information System (HRMIS), managed by employers like GES, and the Integrated Personnel and Payroll Database 2 (IPPD2), managed by CAGD.

CAGD outlined that GES is responsible for initiating promotions within the HRMIS and submitting the necessary documentation to CAGD for validation and payroll processing. Required documents include a completed promotion/change-of-grade input form, bearing signatures of authorized personnel, and a copy of the promotion or upgrading letter.

A meeting on August 31, 2026, involving key stakeholders, resulted in GES being tasked with providing a master list of promoted staff, along with promotion letters and completed input forms to CAGD. These documents are necessary for processing the promotion arrears for affected teachers starting January 1, 2026.

As of September 22, 2026, GES had submitted 6,079 completed forms and promotion letters out of an expected 58,620 cases. These were fully processed and payments, including arrears, were made as part of the September 2026 salaries. CAGD stated that outstanding payments are due to pending submissions from GES.

The department reiterated its readiness to process salary adjustments once the required documentation is received and validated. CAGD encouraged collaboration among stakeholders to address genuine payroll issues and avoid statements that could cause public concern. It reaffirmed its dedication to transparency and accountability in managing the Government's payroll, appreciating teachers' contributions to national development and assuring them of processing all legitimate payments upon receipt of the necessary documents.
