Accra: Mr Samuel N. George, the principal sponsor of the Human Sexual Rights and Family Values Bill, announced that Parliament is set to expedite the processing of the Bill and forward it to President John Dramani Mahama for assent.
According to Ghana News Agency, Mr George assured stakeholders that the legislation remains on track despite his recent ministerial appointment. He addressed concerns during a two-day stakeholder engagement organized by Parliament's Constitutional and Legal Affairs Committee in Accra, confirming that a clause-by-clause review of the Bill has already commenced following the Speaker's referral.
Mr George clarified that President Mahama has not yet received the Bill, acknowledging the concerns raised by religious bodies over the perceived delays. He emphasized the importance of the legislation, noting the calls from respected groups like the Catholic Bishops Conference.
The Bill, often referred to as the anti-LGBTQ Bill, aims to impose criminal penalties on same-sex relations and related advocacy activities. It has garnered robust support from religious groups while facing criticism from civil society organizations and human rights advocates.
Addressing claims that his ministerial role has hindered progress, Mr George remarked on public statements by Reverend John Ntim Fordjour, an NPP MP, who reportedly refuted allegations that the Bill's sponsors had abandoned it. Mr George reassured that the Bill is actively under parliamentary consideration.
Discussing the legislation's status, Mr George stated that Parliament is thoroughly reviewing the clauses and is committed to advancing the Bill swiftly. He noted the appeals from religious leaders, affirming Parliament's responsibility to address their concerns.
Mr George expressed confidence that the President will assent to the Bill once Parliament completes its review, though he did not disclose specific assurances. The Bill, which was part of the Eighth Parliament, previously lapsed after failing to receive presidential assent at the time.
