While the BoG is primarily tasked with maintaining price stability as per the Bank of Ghana Act, 2002, its influence extends to supporting the government's broader economic policy, promoting growth, and ensuring financial stability.
According to Ghana Web, the recent transfer of the Damang Mine from Gold Fields Ghana Limited to Engineers and Planners Limited marks a pivotal moment in Ghana's mining industry. This handover, officiated by the Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah, allows a locally owned company to take a central role in mining operations. Ibrahim Mahama, CEO of Engineers and Planners, emphasized the potential for significant local investment and community benefits during the handover ceremony.
Despite Ghana's abundance of technical expertise in mining, the sector's capital-intensive nature presents financial challenges for local companies. The BoG's role in facilitating access to affordable credit is crucial in overcoming these hurdles. By working to lower lending rates, the BoG can enable local mining firms to expand and finance their operations, ultimately contributing to job creation and economic growth.
The central bank's commitment to ensuring businesses have access to cheaper funding, as reiterated by Governor Dr. Johnson Asiama, aligns with the government's indigenisation goals. The BoG's collaboration with the Ghana Chamber of Mines and local banks could further improve financing conditions for Ghanaian-owned mining companies, reducing lending risks and costs.
Exploring joint venture arrangements with Foreign Direct Investment (FDI) could also bolster local companies' financial capacity, enabling them to access international capital markets. Alternatively, government-backed sovereign guarantees could support financing, although this approach carries fiscal risks. A prudent long-term strategy combining local expertise with FDI could strengthen Ghanaian companies' balance sheets, positioning them to take full ownership of the country's mining assets.
