Volta Environmental Health leads clean-up of Ho

Ho,- The Volta Regional Office of the Environmental Health Department has organised a clean-up exercise in the Ho Municipality ahead of the opening of the Fifth Volta Trade and Investment Fair.

The Fair is being held at the Ho Sports Stadium from November 15 to 28, and is expected to bring together some 300 exhibitors and over 10,000 visitors.

The Ho Municipality would also host the World Toilet Day Celebration and the Environmental Health Department worked in collaboration with the Ho Municipal Assembly, with support from the security services and other agencies.

The exercise was focused on the entire municipality, particularly the various State offices and public spaces.

Madam Stella Kumedzro, Regional Environmental Health Officer (REHO), told the Ghana News Agency (GNA) that the exercise had become the second major such event in the Municipality in 2021, and was a “warm up” towards the World Toilet Day Celebration, which comes off on Friday, November 19, on the theme “Stop Open Defecation, own a Household Latrine Now, Let’s Play Our Role in a COVID-19 Era”.

Dr. Archibald Yao Letsa, Volta Regional Minister would be the guest speaker, and awards would be given to key players supporting the ending of open defecation in the Region.

An exhibition stand would also be mounted at the Volta Fair grounds to showcase various latrine technologies as well works of the Unit.

The REHO said sanitation coverage in the Region stood at 9 per cent, and required the commitment of all towards the expected improvement.

“We have 91 per cent more to cover before 2030. Even though it looks gloomy, it is not impossible.

Sanitation is a shared responsibility and the government alone cannot do it. The Environmental Health practitioners alone cannot do it,” she said.

Merge your NHIA and Ghana cards for easy access to healthcare – NHIA

Sefwi Bonsu Nkwanta (WN/R), Nov. GNA –The Western North Regional Directorate of the National Health Insurance Authority (NHIA) has intensified its public education campaign in a bid to get holders of the NHIA card to merge it with the Ghana Card.

This, according to Mr. Gordon Amoh Boahen, Regional Director of the Authority was necessary to ensure that no one was left behind in accessing healthcare through the Government’s digitisation agenda.

Speaking at a roadshow organised by the Authority at Sefwi Bonsu Nkwanta to begin activities of this year’s NHIA Week celebration, Mr Boahen said the merger of the NHIS card with the Ghana card was critical in ensuring universal healthcare.

”’ Very soon, your NHIS card will not be accepted by health service providers because of the digitization system by the government’s one nation one card policy. So kindly do your best to merge your NHIS and Ghana Cards for easy access to health care”’, he advised.

Mr. Amoh Boahen used the occasion to educate NHIS members on the steps to link the two cards and said all one needed was to dial the short code *929# and follow the prompts.

The Authority seized the opportunity to register and renew cards for some residents.

The Regional Operations Manager, Mr. Kofi Baffour Asare, the staff of Juaboso, Bodi, and Bia District offices of the NHIA participated in the event.

SAFA don’t need the influence of Patrick Motsepe in World Cup qualifier petition – Danny Jordaan

President of the South Africa Football Association [SAFA], Danny Jordaan has reiterated that they don’t need the influence of CAF President Patrice Motspe in their bid to get FIFA to order a rematch of their final World Cup qualifier against Ghana.

South African football governing body have lodged a petition to FIFA seeking a rematch of their final World Cup qualifier.

Bafana Bafana were defeated by a lone goal with Andre Ayew scoring the only goal of the game in the first half of the game.

The goal propelled the Black Stars to book a place in the playoffs of the World Cup.

SAFA have cited match manipulation and bias officiating from referee Marguette Ndiaye and Danny Jordan says involving Motsepe in the matter will compromise the merit of their case.

“I have not spoken to him on this matter,” he said in a presser on Wednesday.

“He is the President of CAF, we have placed our matter before FIFA.

“We must build our case on an objective basis and that’s why we are not using any internal people.

“We must not involve the CAF President opportunistically because if he was not from South Africa and from some other country there would not have been a call to say: “can’t you go to the CAF President.

“We are not going to him and he must not get involved.

“We are a member of CAF and FIFA and we have hosted a World Cup so we can fight our battles,” he added.

Majority challenges Speaker’s directive on road tolls

Accra,- A directive by Speaker of Parliament Alban Bagbin on Thursday canceling Roads and Highways Minister Kwasi Amoako Atta’s announcement of the cessation of payment of road tolls has been challenged by the Majority in Parliament.

Moments after the Speaker’s ruling, Mijority Chief Whip Frank Annoh-Dompreh challenged the ruling of the Speaker, on the grounds that it was not a resolution from the entire House, and the House should have reached a resolution before the Speaker should issue pronounce on it.

Mr Amoako Atta directed immediate cessation of the collection of road and bridge tolls, after Finance Minister Ken Ofori-Atta had proposed it in the 2022 Budget delivered to Parliament in Accra on Wednesday, 17th November, 2021.

From the midnight of Thursday, November 18, the collection of road and bridge tolls must cease on all public roads across the country, the Ministry of Roads and Highways directed.

Mr Ken Ofori-Atta told Parliament that the proposal would take effect after the budget had been approved.

However, a statement signed by Mr Kwasi Amoako-Attah, the Sector Minister, and shared with the Media, said the directive would take effect from 1200 hours on Thursday.

At Thursday’s plenary siting in Accra, Minority Leader Haruna Iddrisu, quoting several pieces of legislation, including the Fees and Charges Miscellaneous Provisions Act, Act 983 and the Road and Tolls ACT, 1973, NRCD 153, Mr Iddrisu however took a serious view of the Minister’s action.

He urged the House to take a serious view of the conduct of the Minister, saying it was an attempt to usurp the powers and mandate of the House.

The Minority Leader said the conduct of the Minister suggested that the country was not governed by law.

He warned that if such practice was allowed to continue, with Ministers issuing arbitrary directives without prior approval of people’s representatives, the state would be plunged into lawlessness.

Mr Samuel Atta Akyea, MP for Abuakwa South, submitted that the action of the Minister was not disrespect. But a misreading of the law, and it could be administrative error.

He said the Minister’s action was a matter of law, referrable to the Attorney General, and the Minister might have apprehended rather than disrespecting the law, adding that, it was too early in the day to impugn disrespect of the law.

Mr Kwame Governs Agbodza, MP for Adaklu and Ranking Member of the Roads and Transport Committee, also argued that Minister had no power issue such a directive, because he was on an official trip with the President, outside the jurisdiction.

Majority Leader Osei Kyei-Mensah- Bonsu said the Minister’s directive was given out “timeously” to avoid chaotic situation as information was received that confusion was developing due to the announcement of the proposed cancellation of the tolls.

He agreed that the directive did not conform to legality, but it did not suspend the law but its operationalization.

Mr Kyei Mensah- Bonsu suggested that the said directive was to prevent further loss of lives and property, and suggested that the House invites the Minister to procure additional information from him.

In a ruling, Speaker Bagbin, quoting the introductory statement of the budget statement said what was before the House was a proposal, and until the House approved it, it could not be implemented.

He said the Minister had no such authority to issue the directive; and then proceeding to implement the directive, could amount to contempt of parliament.

Abu Jinapor Inaugurates 11-member LEAF Coalition taskforce

Accra,- Government is committed to ensuring that Ghana becomes a fully-fledged member of the Lowering Emissions by Accelerating Forest Finance (LEAF) Coalition.

Inaugurating an 11-member taskforce in Accra, to facilitate process towards ensuring that the country enjoyed the full benefits of being a LEAF affiliation member, Mr Samuel Abu Jinapor, the Minister of Lands and Natural Resources, said as the country had signed a letter of intent to be a member of the LEAF Coalition, it was necessary to explore ways of meeting other conditions precedent for the signing the “emission reduction purchase agreement”.

The Minister explained that the signing of the final agreement would permit Ghana to have access to funding in order to fight emission and climate change challenges.

He said it was on that basis the Ministry constituted a committee to work towards attaining the set objectives.

The Minister tasked members of the committee to bring their experience and knowledge to bear in helping government achieve its targets.

“We were successful at signing a letter of intent with LEAF Coalition. Ghana was the only country from Africa to be selected by the panel of experts after the rigorous scrutiny that our application had to be subjected to,” Mr Abu Jinapor said.

The LEAF coalition is a public-private initiative led by the government of the United Kingdom, Norway and several other global companies to raise funds for forest base climate action.

So far, they have raised $1billion to combat emission.

The signing of the letter of intent is a major hurdle that a country has to cross before it can get to the point of signing a binding emission reduction purchase agreement.

The Minister said at that stage, member nations can access some of the funding to implement some of the ambitious afforestation programmes.

The Chairman of the Committee, Mr Benito Owusu-Bio, who also doubled at the Deputy Minister of Lands and Natural Resources in charge of Forestry, welcomed the challenge and assured of the Committee’s determination to help the country satisfy all demands and access the funding.

“The committee would want to assure that we are grateful for being selected to be members of this important task force.

“We also want to assure you that we’ll hit the ground running and produce a robust proposal that will enable the government and the Ministry to access the funding,” he stated.

Members of committee include; Mr Tutu Agyare, Dr Eugene Owusu, Mr Musa Abu-Juam, Mr John Allotey, Mr Tabi Agyarko, Mr Joseph Osiakwan, Mr Hugh Brown, Mrs Roselyn Fosua-Agyei, Mr Michael Akowuah and Mr Foster Gyamfi.
