Speaker Bagbin to Name MPs Blocking Anti-Gay Bill Reconsideration

Accra:Mr. Alban Sumana Kingsford Bagbin, the Speaker of Parliament, has issued a warning to Members of Parliament (MPs) who are deliberately hindering the reconsideration process of the Human Sexual Rights and Family Values Bill, 2025, commonly referred to as the Anti-Gay Bill.

According to Ghana News Agency, Speaker Bagbin, in his address on the floor of Parliament on Tuesday, stated that he will publicly disclose the names of any MPs found obstructing the legislative process. This move is aimed at allowing constituents to be aware of those opposing the Bill's reconsideration.

The Speaker emphasized Parliament's constitutional duty to review the Bill, ensuring that all legislative procedures are duly completed with transparency and accountability. This comes as Parliament resumes discussions on the Private Member's Bill, initially introduced on June 9, 2025, by Reverend John Ntim Fordjour and other sponsors.

The Human Sexual Rights and Family Values Bill, 2025, seeks to establish provisions for human sexual rights, family values, and related matters. The memorandum accompanying the Bill highlights its intention to reflect Ghana's cultural, religious, and social values concerning family life and sexuality.

Supporters contend that the Bill aligns with the beliefs and values of most Ghanaians, addressing calls from traditional and religious bodies for enhanced legal protection of family values. The memorandum references support from the National House of Chiefs and various faith-based organizations.

Conversely, some human rights groups and international bodies have expressed apprehensions that sections of the Bill might infringe on constitutional rights and freedoms. They urge legislators to find a balance between cultural values and Ghana's human rights commitments.

Parliament is anticipated to conduct further examination of the Bill in line with legislative procedures before making a final decision.
