Accra: The Right Accountability Network Africa (RANA) has sought information from the Ministry of Health on proposed private-sector partnerships to complete and operate Agenda 111 hospitals.
According to Ghana News Agency, the organisation is seeking details of the proposed partnerships, including their financial, ownership, management, and operational arrangements. Mr. Kelvin Gyimah, Executive Director of RANA, made the request in a letter to the Ministry's Information Officer under the Right to Information Act, 2019 (Act 989).
RANA wants the identities of private companies, organisations, investors, and other entities that, since January 2025, have expressed interest, submitted proposals, or entered negotiations with the Government over the hospitals. It is also seeking copies of proposals, expressions of interest, correspondence, agreements, memoranda of understanding, public-private partnership agreements, and other contractual documents relating to the proposed arrangements.
The organisation is requesting details of the financial terms and structure of the partnerships, including the obligations of the Government and the private entities. It also wants information on proposed ownership, lease, concession, management, or operational arrangements for the hospitals, as well as records of Cabinet, ministerial, or parliamentary approvals associated with the partnerships.
RANA is further seeking copies of legal opinions, due diligence reports, feasibility studies, financial models, valuation reports, and technical assessments prepared in connection with the proposed arrangements. It is also requesting details of procurement or selection processes used to identify prospective private partners and records of meetings between government officials and those entities.
The organisation wants the Ministry to indicate the status of each proposed partnership, including whether it is under consideration, negotiation, approved, concluded, suspended, or abandoned. RANA is also seeking details of any completed or ongoing transfer, lease, concession, management, or operational arrangement involving an Agenda 111 facility and a private entity.
The organisation has asked the Ministry to communicate its decision on the application within 14 days, in accordance with Section 23(1) of the Right to Information Act. RANA said it expected the Ministry to provide its written response within the statutory period.
