Tema, May 29, GNA – The Africa Education Watch (Eduwatch) has called on Parliament to consider an amendment to the education laws to enable the Minister of Education to appoint the leadership of Education Sector Institutions with the approval of the President.
They said this would help in holding the Minister of Education responsible and accountable for their performance, a document made available to the Ghana News Agency in Tema signed by Mr. Kofi Asare Eduwatch Executive Director has stated.
The Presidency must also intervene to resolve the perceived factionalism at the MoE and GES as it had a strong potential to affect the implementation of education policies and programmes of the government,
Eduwatch also called on the Ministry of Education (MoE) to publish all project-based condition reports and annual implementation programme reports, and implementation completion reports of the Ghana Accountability for Learning outcome project (GALOP).
It urged the MoE to publish all the reports to promote transparency and accountability in the management and implementation of GALOP.
Eduwatch said that the World Bank, GALOP funding members, and MoE should take advantage of GALOP’s Implementation Support Mission/Mid Term Review to revise existing non-disclosure agreements on GALOP while clarifying institutional roles to avoid conflicts.
The document also suggested that MoE must focus on its core function of policy implementation and coordination and continue to provide support to the Ghana Education Service (GES) in policy implementation when required.
