Ghana’s New Investment Law to Establish One-Stop Shop for Businesses

Accra: The Chief Executive Officer of the Ghana Investment Promotion Centre (GIPC), Simon Madjie, has announced that Ghana's new investment law will create a one-stop shop aimed at streamlining business processes and reducing bureaucratic delays. The Ghana Investment Promotion Authority (GIPA) Bill, which has been passed by Parliament, is currently undergoing legal review before it receives presidential assent. Once approved, it will be integrated into Ghana's investment legal framework.

According to Ghana Web, Madjie stated at the 2026 Ghana-European Union Partnership Dialogue in Accra that the legislation is intended to improve the ease of doing business and establish a more efficient and investor-friendly environment. "Part of the new law is the creation of a one-stop shop for businesses. Our intention is to ensure that we cut down on some of the red tape that investors and businesses face," he explained.

The GIPC CEO also mentioned that the Bill includes provisions for an Investor Grievance Mechanism to address investor concerns promptly and prevent disputes from escalating. "Our objective is to deal with investor grievances early before they escalate into full-blown disputes," Madjie noted, emphasizing that unresolved disputes could undermine investor confidence and future investment inflows.

Madjie highlighted that government reforms, such as VAT simplification, tax digitalisation, and the removal of certain taxes like the Electronic Transfer Levy (E-Levy) and betting tax, are aimed at enhancing the overall business environment. He also pointed out port reforms, including the Authorised Economic Operator system and AI-supported customs valuation under the Integrated Customs Management System (ICUMS), to boost efficiency and transparency.

He concluded that these reforms are part of broader efforts in the energy and financial sectors to strengthen Ghana's investment climate and position the country as a preferred destination for investment.
