Franklin Cudjoe Credits Edmond Kombat and NDC for Revitalizing Tema Oil Refinery

Tema:Accra Founding President of IMANI Africa, Franklin Cudjoe, has praised the efforts of Tema Oil Refinery (TOR) Managing Director Edmond Kombat and the current NDC government for the ongoing revival of the refinery. Cudjoe criticized the previous NPP administration for leaving the state-owned facility in a deteriorated state and attempting to sell it off.

According to Ghana Web, Cudjoe made these remarks in a Facebook post, where he argued that the previous administration should not be credited for the current turnaround at TOR. He claimed that without the interventions by Kombat, himself, and the Office of the Special Prosecutor (OSP), the refinery might have been sold as scrap.

Cudjoe recalled his visit to the refinery in November 2025, where Kombat had invited him to see the restoration efforts. He described TOR as a debt-laden institution with low staff morale and partisan divisions. Cudjoe alleged that the refinery had accumulated approximately US$500 million in debt, attributing this to financial misconduct involving individuals linked to the former administration.

Despite these challenges, Cudjoe stated that Kombat has been working on restoring the refinery through debt restructuring and cost-saving measures, using internally generated funds for facility upgrades. He noted that the refinery was also benefiting from technical expertise, including that of Nana Amoasi VII, CEO of the Institute for Energy Security.

While Cudjoe's claims highlight the management's efforts, he acknowledged that independent verification through official records is necessary to confirm the financial recovery and address allegations against the previous administration.
