Accra:Ghana’s Finance Minister, Dr. Cassiel Ato Forson, is set to present the 2027 Budget Statement and Economic Policy to Parliament on November 12, as announced by Deputy Finance Minister Thomas Nyarko Ampem.
According to Ghana Web, Ampem revealed this information during the launch of the Ghana Statistical Service’s "Ghana in Numbers" report in Accra. He emphasized the importance of reliable economic data in shaping national policies and mentioned that the 2027 Budget would outline the government's New Economy agenda. The statistical report's release was deemed timely as preparations for the budget presentation are underway.
Ampem urged the Ghana Statistical Service to provide Members of Parliament with access to its data dashboard to enable informed contributions to economic discussions and budget scrutiny. He stated that the report would enhance transparency in economic data and support evidence-based planning and policy decisions.
The 2027 Budget is expected to focus on job creation, economic transformation, and growth-stimulating spending, aiming to sustain recent economic gains. The proposed theme, "New Economy, New Ghana Jobs and Prosperity," is yet to be officially confirmed. Key policy areas are anticipated to include local value addition, expansion of domestic production, increasing export earnings, and creating employment opportunities.
The government plans to allocate funds for completing ongoing infrastructure projects, with total expenditure expected to align with 2026 Budget estimates. Fiscal discipline will remain a priority, guided by a fiscal and debt sustainability framework to prevent excessive deficits and spending overruns. Adjustments to the primary surplus target are also under consideration to allow for priority expenditure while maintaining fiscal stability.
Economic growth is projected at about five percent for 2027, with inflation targeted at eight percent, within a tolerance band of two percentage points. The medium-term policy aims to balance fiscal and debt sustainability with investments to transform the economy, enhance resilience, and expand employment opportunities. The budget is also expected to include measures to maintain macroeconomic stability and protect poor and vulnerable households from economic pressures.
