Benin, Togo, and Niger Owe Nigeria $9.55 Million for Electricity Supply

Abuja: Three West African countries, Benin, Togo, and Niger, have collectively failed to pay Nigeria $9.55 million for electricity supplied to them in the fourth quarter of 2025.

According to Ghana Web, the Nigerian Electricity Regulatory Commission's Quarterly Report for the Fourth Quarter of 2025 revealed that an invoice totaling $20.44 million was issued to these international bilateral customers for electricity supplied during the period. However, the countries only managed to pay $10.89 million, equating to a remittance performance of 53.28 percent.

The report detailed that out of every $100 billed, only $53.28 was paid by the international customers, resulting in an outstanding debt of $9.55 million. The debtors include power utilities such as Soci©t© B©ninoise d'Energie Electrique in Benin, which received supplies through Paras and Transcorp (Ughelli and Afam 3).

In Togo, Compagnie Energie Electrique du Togo was supplied through Paras and Odukpani, while Soci©t© Nigerienne d'Electricite in Niger was supplied through Mainstream. The payment performances varied, with Paras-SBEE in Benin paying 68.16 percent of its invoiced amount and Paras-CEET in Togo paying 64.97 percent. Notably, Odukpani-CEET in Togo made no payment, recording a 0.00 percent remittance.

The report also included that one international and one domestic bilateral customer settled outstanding invoices from previous quarters. Soci©t© B©ninoise d'Energie Electrique paid $3.54 million, while APLE contributed N141 million.

In contrast, domestic bilateral customers in Nigeria demonstrated stronger payment discipline, with a remittance performance of 84.23 percent for the same period. They paid N3.5 billion against an invoice of N4.17 billion, indicating better compliance compared to Nigeria's neighboring countries.

The report further noted that Ajaokuta Steel Company, considered a special customer, was invoiced N1.26 billion but made no payment during the period. All remittance data in the report are based on reconciled market settlements submitted to the commission as of April 2, 2026.
