MDAs are not bound by Legal Opinions from AG-Health Minister

Dr Kwaku Agyemang Manu, the Minister of Health, says Ministries, Department and Agencies (MDAs) are not bound by the legal opinion from the Office of the Attorney General.

He said the MDAs were only to take advise from the AG on its opinions regarding legal matters but Dr Abdul Aziz Bamba, counsel for Dr Ato Forson suggested to the witness that the legal opinions were bounding on them.

Dr Manu, however, disagreed through a cross examination led by Dr Bamba.

Dr Forson, a Former Deputy Minister of Finance, was granted a self-recognisance bail of GHS3 million for allegedly willfully causing financial loss of 2,370,000 euros to the State.

He is also facing an additional charge of “Intentionally misapplying public property contrary to section 1 (2) of the Public Property Protection Act, 1977 (SMCD 140).”

Dr Anemana, a Former Chief Director at the Ministry of Health, was also granted, a bail of one million Ghana Cedis with three sureties one of whom shall be a public servant not below the rank of a director.

While Mr Dzakpa, a Businessman, was also granted bail of five million Ghana Cedis with three sureties one of whom must be justified with documents of landed property.

The Minister explained further that in this case the then Minister, Madam Sherry Ayitey responded to the AG that, she did not have funds to enable her to execute the project, so if Ministers were bound to comply with the AG’s opinion, then she would not have responded. 

Asked, whether he had followed all the correspondence between the Ministry of Health and the AG regarding the opinion on the ambulance contract, the witness said he had just sighted a document in evidence.

He also said he was not aware the AG replied to the responds from the Ministry, which indicated that all Ministries, Departments, and statutory institutions were bound on the question of law. 

Dr Bamba suggested to the witness that the letter dated June 9, 2014, from the AG to the then Minister of Health with the caption, ‘Re: agreement between big sea and the GoG’, the AG informed the Ministry that it was bound by the opinion of the AG on the questions of law, but the witness said it was an opinion from the AG.  

The Counsel suggested to the witness that no advance payment was made to Big Sea, but the Minister disagreed. 

“You admitted in your testimony that payment for the ambulances was done with a Letter of Credit.” Dr Bamba asked and the witness agreed to that.

Form sanitation taskforces to fight environmental vices – Minister tasks Assemblies

Cape Coast, Sept 1, GNA – Mrs Justina Marigold Assan, the Central Regional Minister, has asked all Assemblies to establish taskforces to clamp down on bad sanitation and other environmental vices affecting the region.

The task forces are to embark on intensive education campaigns, sponsored by the Assemblies, to address the issues of open defecation, sand winning, and improper disposal of refuse, among other adverse practices.

They will comprise personnel of the National Disaster Management Organisation (NADMO), nonformal education, Parks and Gardens, Community Development, Social Welfare and Environmental Health Departments.

Mrs Assan announced that all environmental health officers would be reshuffled with immediate effect to make them productive.

She raised the concerns at the Central Regional Coordinating Council’s meeting, which deliberated on various developmental issues including security, health, education and agriculture.

She said filth had engulfed some municipalities and districts and that was inimical to the agenda of making the region an investment and tourism hub.

The situation also posed grave health risks to residents, which did not augur well for the development of the region, she added.

Officials present at the meeting included metropolitan, municipal and district chief executives, presiding members, representatives of the Central Regional House of Chiefs, heads of departments and the regional police commanders of Central and Central East.

Mrs Assan reiterated the urgent need to always keep the region clean to realise the desired development.

“We need to put our collective shoulders to the wheel and solve the canker. We cannot tout ourselves as the heartbeat of tourism and be engulfed by filth,” she stressed.

“As members of Council, you should show interest in whatever is happening in your district,” she said, adding that “MMDAs should commit resources into ending open defecation.”

Farmers in Sunyani receive coconut and mango seedlings

Sunyani, Sept. 1, GNA – Mr Ansu Kumi, the Sunyani Municipal Chief Executive, has presented 8,100 mango and coconut seedlings to160 farmers in the Municipality, under the Government’s Planting for Export and Rural Development (PERD) programme.

The seedlings are hybrid and would mature between three to four years.

He said they were provided free to support the farmers to improve on their livelihoods.

“Through palm fruit Singapore is doing well economically, therefore through this programme the economy of the country would improve as well’,’ he said.

Mr Kumi advised the beneficiaries to nurture the seedlings to enable them to derive the needed economic gains, not only for themselves but for their communities and the country as well.

He directed the Municipal Directorate of Agriculture to monitor and inspect the farms periodically, assuring that the needed extension support would be offered to ensure the growth of the seedlings.

Mr Patrick Dela Newman, the Sunyani Municipal Director of Agriculture, explained that the PERD would be diversified to include more economic crops to widen the nation’s foreign exchange earnings.

Nana Gyamfuaa, the Benkumhemaa of Atuahenekrom, expressed the hope that the PERD would be strengthened to benefit more farmers.

Mr Solomon Kwaku Windaol, a beneficiary farmer at Kyeredua in the Benue Nkwanta Electoral Area, commended government for the support.

English Championship: Baba Rahman’s return to Reading excites manager Paul Ince

Reading FC manager, Paul Ince is happy to have Ghana defender Baba Rahman back at the club from Chelsea.

The former Dreams FC left-back has completed a loan switch to the English Skybet Championship side ahead of the 2022/23 football campaign.

Rahman made 29 appearances for the Royals last season and now returns to the Madejski Stadium.

He signed for Chelsea from Augsburg in the summer of 2015, playing 23 times during his debut season and impressing against Paris Saint-Germain in the Champions League.

“A natural left-back with experience at the very highest level has been a clear priority in our recruitment plans this summer and, while we have had to be patient, we are now excited to welcome Baba back to the club!” Ince told the club’s official website.

“Our fans know all about what he can bring to this squad and what we are trying to achieve this season and I’m really looking forward to working with him again this season!”

The 28-year-old has previously played for Schalke, Reims, Real Mallorca and PAOK.

Internationally, he has totted up 44 international caps for the Black Stars and will have his heart set on a seat on the plane to Doha where Ghana will take on Portugal, South Korea and Uruguay in Group H of this year’s World Cup Finals.

NHIA, GHPL Clubs announce five years strategic partnership deal

The National Health Insurance Authority (NHIA) has agreed on partnerships with all four new Ghana Premier League clubs ahead of the 2022/23 season in Accra.

The agreement expected to last for five years with Kotoko Royals, Nsoatreman FC, Samartex, and Tamale City FC.

The ceremony was held at the NHIA headquarters and attended by CEO, Dr. Okoe Boye, and Board Chairman Dr. Ernest K.P Kwarko.

“This partnership is to help us increase the NHIS active membership to over 18 million to secure more support from development partners. We will support the teams to have access to medical consultants,” said Dr. Okoe Boye.

“NHIA is committed to working hard to ensure that every Ghanaian has medical insurance cover. We have a duty to make sure that every Ghanaian knows about the NHIS.

“Whatever we will invest to drive up the numbers we will do it.

“The sad thing is that half of Ghana’s population are not medically insured not because they cannot afford but sometimes, they don’t care. This is the biggest human security threat,” he added.

The NHIS logo will be emboldened on the jerseys of all four clubs and the NHIA will also provide medical services during match days.

Samartex Business Development Manager Paul Anyaba, Kotokou Royals CEO Linford Boadu Asamoah and representatives from Nsoatreman and Tamale City were present at the event and expressed their readiness to ensure the partnership is successful.

The 2022-2023 betPawa Ghana Premier League Season commences on September 9.

2024 election is more than a movement; it will be an election against the most corrupt gov’t – Edward Mortey

A member of the National Democratic Congress (NDC) Communications team, Edward Mortey has taken a swipe at President Akufo-Addo for reiterating his effort to hand over power to a president elected from the New Patriotic Party.

The President while on his recent tour of the Savanna Region said after winning two elections, he wants to make it three in a row by helping the NPP win the 2024 general elections.

Reacting to the comments, Edward Mortey has called on Ghanaians not to entertain such comments from the President.

Speaking to Accra FM on Wednesday, he said President Akufo-Addo and his government have failed and must be booted out.

“I will say Nana Akufo-Addo, Dr. Mahamudu Bawumia, Ken Ofori-Atta, and the NPP will go down in history as the biggest scam to have ever hit Ghana. They do not believe in the rule of law but in the rule of power.

“They have failed in all sectors of the economy and it is evident what they promised Ghanaians have all been lies…We can’t sit for Akufo-Addo to tell us his last legacy is to hand over power to an NPP president,” Edward Mortey said.

According to the NDC Communications team member, the next general election will be a serious affair to get rid of a government that has been the most clueless and corrupt in the history of the country.

“Let me serve this caution, the 2024 election is more than a movement. It is Ghana’s election, it is an election against an inept government, it is an election against a clueless regime, it is an election against the most insensitive government, it is an election against the most corrupt regime ever. NDC and all Ghanaians, let’s all rise,” Edward Mortey rallied Ghanaians.

Let’s support government’s effort to achieve green economy – FORIG Director

Sunyani, Sept. 1, GNA – Professor Daniel A. Ofori, the Director of the Forestry Research Institute of Ghana (FORIG), has implored stakeholders to collaborate and support government’s efforts to attain a sustainable green economy.

Prof. Ofori made the appeal in a presentation at the launch of the University of Energy and Natural Resources (UENR) Natural Resources Students’ Association (NARSA) Week at the Sunyani campus on Thursday.

It was on the theme: ”Achieving Sustainable Green Economy: The Role of Natural Resources Students”.

He said the Government had rolled out many programmes and policies such as the National Climate Change Policy, National Environmental Policy, Environmental Fiscal Reform Policy and Plantation Policy targeted at obtaining a green economy.

Ghana has also signed unto the African Forest Landscape Restoration Initiative (AFR100) and committed to restoring two million hectares of degraded lands by 2030.

Other interventions are the Forest Plantation Strategy 2016-2040, projecting more than four million hectares of tree plantations, the Forest Investment Programme, Green Ghana Project, Solar power and E-mobility and the implementation of Nationally Determined Contributions (NDCs) to accelerate sustainable energy transition and enhance landscape restoration, among others.

Prof Ofori, however, expressed worry over some unpatriotic Ghanaians undermining government’s efforts, and cited illegal miners, who had destroyed FORIG’s station at Benso at Tarkwa-Nsuem in the Western Region, a reserve site where a lot of trials were on-going.

“Now illegal miners have ruined the trials because of gold mining,” he said.

Prof. Ofori urged the students to intensify research in technological development and deployment to support the transfer of suitable emerging technologies to meet the country’s needs.

Prof Simon Abugri, the Dean of School of Natural Resources, in an interview with the Ghana News Agency, said the students had been trained to impact on society with the knowledge.

He said during the celebration they adopted a community and identified its natural resource conservation and related challenges and assisted with suitable solutions.
