The Ministry of Finance will host a joint press briefing with the International Monetary Fund and the Bank of Ghana following the just ended mission by staff of the Fund to Ghana.

The event is set to take place in Accra, Ghana at 10:00am.

The IMF Mission team earlier arrived in Ghana on April 1 to conduct a second review of Ghana’s IMF-supported programme which will pave the way for the third installment of the $3 billion bailout request consisting of US$360 million.

On April 2, the IMF team began to review Ghana’s 17th IMF programme after the country secured a second tranche of the bailout funds and successfully completed the first review.

The Mission team who were in the country for about weeks assessed Ghana’s performance against the Fund’s programme objectives. They scrutinized economic recovery measures, fiscal management, and structural reforms.

The IMF mission team also met with key government officials including the Minister of Finance, Dr Amin Adam, Bank of Ghana Governor, Dr. Ernest Addison, an
d civil society organizations, among others.

Meanwhile, government through the Ministry of Finance says it remains confident that the country will undergo a successful review of the IMF programme to unlock the third tranche of the IMF bailout consisting of $360 million by the end of June this year.

However, government is yet to conclude negotiations with its bilateral creditors for a debt swap of external debts.

Third tranche US$360 million will further boost Ghana’s reserve – Dr Addison

Dr Ernest Addison, the Governor of the Bank of Ghana, has expressed confidence about Ghana’s foreign currency reserves becoming stronger with the disbursement of a third tranche of US$360 million from the International Monetary Fund (IMF).

Ghana is expected to get an approval of its third tranche US$360m when the Executive Board of the IMF meet in June, having reached a staff-level agreement on the second review of the loan-support programme.

At a press briefing in Accra following the conclusion of a staff-level agreement on Ghana’s second review of the three-year Extended Credit Facility (ECF) arrangement, Dr Addison said he was optimistic about the Board’s approval in June.

The said money, the Central Bank Governor said would help to further boost the country’s foreign reserve, which stood at US$6.2bn as of April 5, 2024, and support the attainment of the objectives of the US$3bn loan-support programme.

According to the World Economic Forum, foreign currency reserves, comprising cash and other assets li
ke gold, and held by central banks are crucial in maintaining stability in domestic currency, liquidity during economic crisis.

He stated that the two-weeks of engagement between Ghanaian Authorities and the IMF Staff Mission ‘has not been in vain,’ as it culminated in reaching a staff level agreement.

The Governor said the government’s hopeful that the feat chalked would, ‘translate into a Management and Executive Board approval with the release of another tranche of IMF’s support.’

‘After the June Board meeting, hopefully, we’ll get another disbursement of US$360m, which will come to us at the Bank of Ghana and help strengthen our reserves further,’ Dr Addison said.

He indicated that despite delays in the disbursement of some donor support, the country’s foreign exchange reserves had remained steady at US$6.2bn as of April 5, 2024.

‘We will continue to implement the policies that have helped sustain that progress, including the innovative Gold for reserves programme, which has acted as a game changer i
n our foreign exchange management strategies,’ he said.

On the progress made since the implementation of the loan-support programme, Dr Addison indicated that there had been some substantial macroeconomic dividends.

That, he said included a drop-in inflation from the 54 per cent at the end of 2022 to 23 per cent in 2023, saying, ‘during the first quarter of this year [2024], this progress has continued although we’ve witnessed some slowdown in the pace of disinflation.’

With the coming of the US$360m, Ghana’s total disbursement would reach US$1.560 billion, having already received the sum of US$1.2 bn in the first two tranches since the implementation of the programme.

The three-year ECF arrangement is backed by the country’s Post-COVID-19 Programme for Economic Growth (PC-PEG).

It is aimed at restoring macroeconomic stability and debt sustainability, build resilience, and lay the foundation for stronger and more inclusive growth.

Dr Addison stated that since the implementation of the loan-support progr
amme, Ghana had shown steadfast commitment to a set of policies, and even under difficult circumstances, had reached a stage of progress.

Mr Stéphane Roudet, the Chief of Mission for Ghana, also noted that Ghana’s ‘external sector had improved significantly, with international reserve accumulation ahead of programme objectives.’

He, however, said that: ‘Given Ghana’s strong progress under the IMF-supported programme, the next key step for the country is to reach an agreement with its official bilateral creditors on an MoU consistent with the terms agreed in January 2024.’

Mahama endorses 5% minimum employment for PWDs in Bill proposed by Sosu


The flagbearer of the National Democratic Congress (NDC), John Dramani Mahama, has endorsed a Private Member’s Bill initiated by the member of Parliament for Madina Constituency, Francis-Xavier Sosu.

The Private Member’s Bill seeks to ensure 5 percent mandatory minimum employment for Persons with Disabilities (PWDs) in all public and private institutions in Ghana.

In a speech read on Mahama’s behalf by former Minister for Gender, Nana Oye Bampoe Addo, who is currently the Chairperson for the Gender and Social Protection Committee of the NDC, during a stakeholder’s meeting with the Ghana Federation of Disability Organisations (GFD), President Mahama noted the percentage of the common fund would be increased under his administration.

He recalled that it was under the erstwhile NDC leadership that the CRPD was ratified in Ghana and made a person with a disability a Minister for Chieftaincy.

Furthermore, he stated his government played a pivotal role in successfully lobbying a Ghanaian to be made Chairperson
of the UN Committee on the Rights of Persons with Disabilities.

Mahama promised to improve the database of persons with disabilities and ensure the full implementation of the proposed Bill.

The former president emphasized that persons with disabilities would be full participants in his proposed 24-hour economy in line with goal 10 of the SDGs.

Lastly, he pledged to focus on reinvigorating the economic inclusion of women with disabilities.

On his part, the sponsor of the Bill and MP for Madina, Hon. Francis-Xavier Sosu, noted that the next NDC government would continue to strengthen the legal and policy framework for the protection of the rights of women, children, and persons with disabilities, as well as all vulnerable groups in Ghana, as part of efforts to achieve SDG 10 which ensures that there is reduced inequality in Ghana.

The Bill to ensure mandatory minimum employment of PWDs was initiated in Parliament on Monday, September 5, 2022.

In attendance at the program were members of the NDC 2024 manif
esto committee on Gender, Children, PWDs, and Social Protection and some members of the Ghana Federation of Disability.

Tema Industrial Lions Club organises clean-up exercise

The Tema Industrial Lions Club on Saturday organised a clean-up exercise from the Tema General Hospital roundabout to the China Mall.

The exercise saw staff of the Tema General Hospital, members of the club, and the Tema Gentle Women Lions Club, Tema Lions Club, Tema Leo Club, and the Tema Harbour City Lions all joining in to clear the filth in the area.

Madam Gifty Nkrumah, the President of the Tema Industrial Lions Club, stated that the exercise was in line with their theme for April.

Madam Nkrumah explained that every month the club chose an area they concentrate on, noting that their area of focus was cleaning their environment to make it healthier.

She noted that some of the topical issues they attended to were caring for orphans, diabetics, health screening, and vision for the elderly.

She said with the support of the Tema Metropolitan Assembly, Zoomlion Company Limited, and Belaqua, they were able to organise the exercise and looked forward to more of such exercises.

She advised the public to use
their gifts and substances to help society instead of waiting for the Government to tackle every issue, as their little efforts could bring some change to a situation.

‘When God created us, he gave everyone some gifts. Do what you can to help the environment and others; do not hesitate; and be waiting that the Government will do everything. Our little efforts can also make a difference,’ she said.

Man brutally beaten over alleged missing penis in Awutu Bereku


A man in his late 30s was violently attacked by a group of motorcyclists in Senya Bereku, a town in the Awutu Senya West District of the Central Region.

The attack was prompted by an accusation that the victim, identified as Mr. Isaac Saint, was responsible for the disappearance of a fellow rider’s penis.

Around 10:00 PM on Tuesday, April 10th, a group of about 30 people armed with welding tools, rocks, and clubs attacked Mr. Saint’s home at Zion C Basic School in Senya Bereku. According to the group, a ‘Pragya’ driver had told them that his penis disappeared after giving the victim a ride.

As per eyewitnesses, the Pragya driver stated that his genitalia disappeared shortly after he left Mr. Saint at his house. Despite pleading for mercy, the victim was brutally beaten with several objects, resulting in severe injuries, including bleeding from the nose, head, and other areas of his body.

The Senya Bereku police intervened and escorted the complainant for a medical examination at the Senya Polyclinic, wher
e his penis was found to be intact. The complainant disclosed to the police that he had sought assistance from a spiritual healer at the Jehovah El Shaddai 7th Day Sabbath Assembly in Senya, who prayed for him.

Subsequent to the examination, both the complainant and the spiritual healer were taken into custody by the authorities and are currently in police detention, while Mr. Saint is being treated at the Winneba Specialist and Trauma Hospital.

Upon further inquiry, certain individuals in the church alleged that the plaintiff arrived with a diminished penis size, and it was only after the pastor’s prayer that his condition improved.

Tier Three pension scheme does not discriminate – NPRA

The National Pensions Regulatory Authority (NPRA) says the Tier Three Pension scheme is not discriminatory, rather designed to benefit all classes of informal sector workers in the country.

Mr Williams Ohene-Adjei, the Bono, Bono East, and Ahafo Regional Manager of the NPRA who said this, therefore advised head potters, market women, truck, and wheelbarrow pushers as well as food vendors to capitalise, register and join the scheme for their future good.

He was speaking in an interview with the Ghana News Agency (GNA) on the sidelines of a sensitization forum on pensions for workers in the informal sector at Goaso, the Ahafo Regional capital.

The Bono Regional Office of the NPRA in collaboration with the German Development Cooperation organised the day’s forum to sensitize the more than 500 participants on the relevant and the need for them to join the pension scheme.

Mr Ohene-Adjei indicated the authority’s commitment to streamline the pension industry by ensuring that informal sector workers, especially
artisanal workers had the opportunity to register, contribute and benefit from pensions.

That would also guarantee future financial security for hairdressers, dressmakers, seamstresses, masons, and carpenters as well as mechanics and wielders.

Mr Ohene-Adjei stressed that the tier three pension contributors had the right and privilege to join a trustee of their choices and added that their financial contributions were always secured for the future.

He advised those yet to register and join the tier three scheme to erode their minds from the wrong perception about pension schemes, and do so, stressing ‘you will never regret in life if you join and contribute to the tier three scheme.’

Mr Samuel Baffour-Awauh, Corporate Affairs Officer at the NPRA who took the participants through the Tier Three pension scheme, said they could contribute to the scheme as low as GHC5 every month and advised them to plan their businesses well and make the contributions.

In an open forum, many of the participants who spoke ex
pressed appreciation to the Authority for the sensitization which had enlightened them.
