Abronye’s wife secures only 6 votes in NPP Ejisu primaries


Provisional results from the Ejisu Constituency parliamentary primaries of the New Patriotic Party (NPP) have been announced with Portia Acheampong, wife of the party’s Bono Regional Chairman, Kwame Baffoe alias Abronye DC, securing just six (6) votes.

In the April 13, 2024 contest, Kwabena Boateng emerged as the victor with 393 votes, followed by Helena Mensah with 302 votes, and Maame Yaa Aboagye with 229 votes.

Kwesi Nyantakyi, a former president of the Ghana Football Association received 35 votes, Kinsman Karikari Mensah secured 2 votes, Dr. Evans Duah had 61 votes, Aaron Prince Duah received 2 votes, and Jacqueline Abena Pokua Amoah-Boaitey had no votes.

Two ballots were rejected.

The governing NPP conducted the parliamentary primary to select a candidate for the by-election. The by-election in the Ejisu Constituency was necessitated by the unfortunate passing of the Member of Parliament for that constituency, John Kumah, on March 7, 2024.

All nine aspirants for the April 13, 2024, internal poll wer
e cleared by the vetting committee on April 6. They had picked up forms to contest the NPP parliamentary primary for the Ejisu constituency since the party opened nominations on April 2, 2024.

Meanwhile, the Electoral Commission has set April 30, 2024, as the date for the by-election.

Performance tracker should’ve tracked corruption under Akufo-Addo, Bawumia government – Bawah Mogtari


Joyce Bawah Mogtari, a special aide to former President John Dramani Mahama, has lambasted the Nana Addo Dankwa Akufo-Addo-led government’s recently launched performance tracker, labelling it a “misplaced priority.”

Mogtari contended that the performance tracker failed to tackle the pervasive corruption staining the Akufo-Addo/Bawumia administration.

She asserted that corruption within the government has severely damaged public finances, yet the tracker overlooks this critical issue.

“To my utter surprise and disappointment, the misleading GoG Performance Tracker failed to track the performance of Akufo-Addo/Bawumia’s performance on corruption.

“What a waste of precious resources! Tell us how you and your boys and girls have perfected the art of corruption. We are told that 80% of government projects and contracts are single-sourced, and individuals and companies are handpicked by this nepotistic government and awarded juicy contracts.

“That is what this NPP government should be tracking down and paying
back to the now miserably empty public purse,” she said in a Twitter post on April 12, 2024.

Mogtari’s remarks coincide with the unveiling of the performance tracker at the Ghana Institute of Management and Public Administration (GIMPA) in Accra on April 10, 2024.

The performance tracker platform has been designed to give Ghanaian citizens easy access to valuable information on the performance of the Government of Ghana since 2017.

The government’s records are collected from 30 ministries organized to show projects undertaken by the government. The records also include data on the outcome, impact, and beneficiaries of government interventions, enabling users to assess their effectiveness.

The government believes showcasing the achievements can enhance transparency and accountability and build public trust in its ability to deliver on its promises.

Why judges break their pens after passing a death sentence


The practice of breaking pens after passing a death sentence is a symbolic tradition rather than a universal or formalized ritual. It’s not something that all judges do, nor is it a requirement of any legal system.

However, some judges or court officials may choose to break a pen or pencil as a personal gesture to symbolize the weight and seriousness of the decision they have made.

The act of breaking the pen may signify finality, solemnity, or the irreversible nature of the decision to impose a death sentence. It can serve as a moment of reflection on the gravity of the judgment and the impact it will have on the individuals involved, including the convicted person, their loved ones, and society as a whole.

Many people also believe that by breaking the nib of a pen, judges symbolically express that a pen used to sign a death sentence should not be used for any other purpose.

‘The tradition of breaking the nib after passing a death sentence can be traced back to the Mughal era in India. It was during this
period that the Mughal Emperor would break the quill used to sign off on death sentences…,’ Indian lawyer Subhash Ahlawat wrote on his website.

‘Breaking the nib is a symbolic gesture representing the judge’s heavy heart in passing such a grave sentence. It underscores the immense responsibility and emotional burden associated with deciding someone’s fate,’ he added as he listed how symbolic the act is.

‘Once the nib is broken, it can no longer be used to write. This symbolizes the finality and irrevocability of a death sentence, as it cannot be undone once it has been passed.’

That explanation was corroborated by Poorvi Sirothia, also an Indian lawyer, in a writeup published on indianlegalsolution.com on October 11, 2020.

‘After the appointed authority passes capital punishment, he has no capacity to audit or renounce his request. So once the sentence has been granted and the adjudicator’s mark inked, the nib is additionally broken, emblematic of the way that the appointed authority can’t drop or revamp
the judgment in the event that he/she has a difference in heart or psyche,’ a part of his literature read.

Death sentence in Ghana

Ghana’s parliament, in July 2023, voted to abolish the death penalty, joining a long list of African countries, including Equatorial Guinea, Central African Republic, Chad, Benin, Sierra Leone and Zambia, that had done so in recent years.

At the time, the nation had 170 men and 6 women awaiting execution on death row. With the abolition, their sentences were to be substituted with life imprisonment.

‘On death row, prisoners woke up thinking this could be their last day on earth. They were like the living dead: psychologically, they had ceased to be humans,’ said Francis-Xavier Sosu, a human rights lawyer and Member of Parliament for Madina who put forward a bill to amend the Criminal Offences Act.

“Abolishing the death penalty shows that we are determined as a society not to be inhumane, uncivil, closed, retrogressive and dark.”

Largely, crimes punishable by death include mu
rder and treason. While Ghana’s last execution was in 1993, according to Amnesty International, twenty (20) countries executed people in 2022, compared with eighteen (18) in 2021.

Amnesty International reported that at least 2,016 death sentences were imposed in 2022 across 52 countries. Globally, it is estimated that at least 28,282 people were under sentence of death by the end of 2022.

Government asked to demonstrate more commitment towards galamsey fight

Professor Dr Ossei Sampene, Head of Forensic and Histopathology Department of Pathology, Komfo Anokye Teaching Hospital, has urged government to enhance its commitment in the fight against galamsey.

He said Government should commit more resources and deepen enforcement of responsible mining of minerals, especially gold.

The Professor gave the advice on Saturday during a television discussion in Accra.

The discussion was held on the back of a report on April 10, 2024, which alleged that over 150 hectares (375 acres) of rehabilitated cocoa farms at Brahabebome, Apuoyem, Brosanko, Nkontomire, and Ouagadougou in the Atwima Nwabiagya South Municipality, were under siege.

The report said a foreign mining company, MIGOP Mining Limited, had allegedly taken over the farms for its mining activities.

The Company, which claimed to have acquired a license from the Minerals Commission for prospecting was reported to be destroying vast portions of the rehabilitated farms, despite resistance from the farmers.

Following
distress calls from the farmers for the intervention of COCOBOD, a team of officials from COCOBOD led by Professor Michael Kwarteng, the Head of Anti-illegal Mining Unit, visited the area to ascertain the level of destruction of the farms.

Professor Dr Sampene said the use of heavy metals such as mercury, uranium and lead, and harmful chemicals such as cyanide, sulfuric acid, amongst others rendered the environment toxic and negatively impacting human health.

He said such chemicals could lead to health complications such as kidney failure, lung problems and reduce life expectancy.

The Professor said it could also increase maternal and child mortality rates as pregnant women who lived in such hazardous environments were likely to face complications during labour.

‘I found that many children who died at birth had various forms of deformities. Some had their legs stuck together, others had more than five fingers on one hand, some had their hearts positioned on the right instead of the left, some had one eye,
others were born as hermaphrodites, and many other deformities not compatible with life,’ he explained.

He, therefore, urged the citizenry to protect the environment against such illegal mining activities and advised miners to carry out their work responsibly.

Mr Gabriel Korang Ababio, Bono Regional Communications Director of the New Patriotic Party, said despite Government’s effort to address illegal mining activities, some recalcitrant miners still managed to outwit the system.

He, therefore, urged security agencies to up their efforts to fish out such miscreants and prosecute them.

Mr Seth Ofori Twumasi, Financial and Economic Analyst, said Government had failed in the fight against illegal mining because many of those miners had protection from people in authority.

He said Government’s poor management of cocoa had also encouraged many farmers to consider ‘galamsey’ as an alternative means of livelihood.

Illegal mining is locally referred to as ‘Galamsey’, derived from the phrase ‘gather them and sel
l’.

The impact of ‘Galamsey’ on Ghana’s environment has been severe.

The miners often use dangerous chemicals such as mercury to extract gold from the soil, which pollutes the waterways and soils, leading to the death of aquatic life and rendering the soil infertile.

Mr Benjamin Nsiah, Executive Director, Centre for Environmental Management and Sustainable Energy, said the failure of authorities to punish offenders had led to the increased participation in the illegal act.

He said ‘galamsey’ was a national security matter, which needed to be given utmost attention.

Mr Nsiah said until Ghana reformed its national security architecture, it would not succeed in the fight against ‘galamsey’.

Assembly shuts down unlicensed sachet water producing company

The Sekondi-Takoradi Metropolitan Assembly (STMA) has closed down KOFAB ICE, a sachet water producing company, for operating without a license at Ntankoful community in the Essikado-Ketan Sub Metro.

This was after the STMA’s ‘Operation Clean Your Surroundings Campaign’ task force undertook an unannounced visit to inspect the sanitary conditions of facilities and households in the community, found the company to be operating illegally.

A statement signed by Mr John Latse, the STMA Public Relations Officer (PRO), and copied to the Ghana News Agency, said the Company was also found liable to be operating without medical certificates of fitness for its workers, had insufficient space for operation and operating under unhygienic conditions.

The statement said, one Maame Efua Ebaa, a public toilet operator, was also fined for poorly maintaining the facility which had a dilapidated septic tank with dangerous cracks, and insanitary environment producing offensive odour.

Again, three residents of the Ntankoful com
munity, Mr Barnabas Mensah, George, and Eva Mensah, were arrested and fined for connecting untreated effluents from a septic tank to a public drain.

Another offender, Dorcas Ngissah, a Cold Store and ‘Chop bar’ operator, was arrested and fined for lack of medical certificates of fitness, co-operating cold store and chop bar in same space and insanitary drainage on her frontage.

Madam Vivian Morrison, a grocery store operator, and Henry Boahene, operating a Pharmacy shop, were both arrested and fined for insanitary drainage in front of their premises.

The ‘Operation Clean Your Surroundings’ campaign, is an initiative by the STMA and supported by the Twin-Cities in Sustainable Partnership Project (TCSPP) to sensitise residents within the Metropolis on the Assembly’s sanitation by-laws, arrest, prosecute, name and shame sanitation-related offenders.

The campaign, sought to change the poor attitudes and behaviours of community members towards sanitation.

In line with the execution of the campaign, a task for
ce undertakes unannounced visits to inspect sanitation conditions at various households, eateries, hotels, pubs and bars, public toilets, transport terminals, and other locations across the Metropolis.

Transport Ministry touts seven-year achievements

Mr Kwaku Ofori Asiamah, the Minister of Transport, has touted the achievements chalked in the transport sector over the past seven years under his leadership.

He said despite the numerous challenges, the sector since 2017 had seen tremendous transformation in aviation, maritime and road transports.

Speaking at the opening session of the 2024 strategic meeting of the Ministry in Cape Coast, the Minister highlighted some of the major achievements in the aviation sector including the upgrade of the Tamale Airport to an international status.

He said it had also rehabilitated phase one of the Sunyani Airport, completed the Kotoka International Airport Terminal Three project, established an independent body responsible for aircraft incident and accident investigations and prevention, and now expanding the Kumasi Airport to international status.

In the maritime space, Mr Asiamah said it had constructed a new liquid bulk terminal at the Takoradi Port and completed the construction of a container terminal at Tema
Port.

He added that 12 fish landing sites along the coast and a fishing port for Elmina had been constructed while a port for James Town was near completion, and the Meridian Port Services Terminal retooled with 15 modern ships and other logistics.

‘We are developing the Boankra integrated logistics terminal, which is ongoing, removed tree stamps along parts of the Volta Lake, completed an assessment of the Volta Lake, acquired a total of seven high speed patrol and rescue boats and trash skimmers to remove rubbish from waterbodies and protected sea life,’ he added.

In road transportation, Mr Asiamah said the government acquired 200 intercity buses for Metro Mass Transit and 100 intercity buses for STC.

The Ministry had also passed the National Road Safety Authority Act 2019 (Act 993) and the National Road Safety Authority Regulation 2022, and digitalised and improved services of the Driver and Vehicle Licensing Authority (DVLA).

In addition, the National Transport Policy has been revised, the National E
lectric Vehicle Policy developed, and again, championed the ‘arrive alive and stay alive campaign to ensure road safety.’

The two-day strategic meeting assembled all relevant stakeholders to review the performance of the sector from 2017 to date, reflecting on the achievements, development issues and identifying areas for improvement.

This, among others, seeks to enable the various agencies and stakeholders under the sector to align their vision towards that of the President’s to improve the quality of life and spur development.

As part of the meeting, the stakeholders underwent a leadership and management training session to equip them with the skills to navigate the evolving landscape of the transport sector.

Despite the achievements, the Minister acknowledged that the sector was faced with countless challenges including a growing demand for the reduction of urban traffic crashes and fatalities.

He said there was also the pressing need to reduce Ghana’s carbon footprint and mitigate the impact of clima
te change as well as deal with the deteriorating condition of the Volta Lake.

Beyond that, Mr Asiamah alluded to some institutional framework challenges which needed urgent rectification.

‘We can only move forward if we take steps to address development issues facing the sector,’ he observed, adding that the Ghana Civil Aviation Authority, Ghana Shippers Authority and the DVLA were at various stages of reviewing their Acts to address some identified challenges and adopt emerging practices in the industry.

‘It is important that we speed up the processes and in particular, the engagement with various stakeholders to ensure that the reviews are all-encompassing and can withstand the test of time,’ he said.

The Sector Minister commended and thanked all stakeholders for peacefully collaborating with him over the years.

Dr Evans Aggrey Darko, Head of Civil Service, reflecting on the successes achieved, commended the sector for the growth despite the bottlenecks.

He noted that each stakeholder had a crucial ro
le to play in shaping the future of transportation in Ghana.

He added that it was imperative to embrace the global technological advancement in the sector, citing autonomous vehicles to smart infrastructure, among others.

‘We must foster a culture of excellence, efficiency and continuous improvement in the public sector,’ he noted.

Mr Justina Marigold Assan, the Central Regional Minister, underscored the importance of the sector to human life and economic outcomes and commended government and the Ministry for the various initiatives propelling the advancement of the sector.

‘It is my prayer that the challenges confronting the sector will find lasting and sustainable solutions through this strategic review meeting. I, therefore, pray you to show active interest in the ensuing discussions,’ she stated.

‘Let us all bring on board contributions from our various rich and diverse backgrounds so as to collectively put our shoulders to the wheel for optimum results,’ she added.

Stakeholders including transport
operators, NRSA and staff of the sector ministry praised the minister for demonstrating exemplary leadership.
