Alleged excess ballot: Attorney General ‘surprised’ by NDC petition to IGP

Accra,- Mr Godfred Yeboah Dame, the Attorney General and Minister of Justice, says he is surprised by the National Democratic Congress’ (NDC) petition to the Inspector General of Police(IGP)over alleged excess ballot.

The Party is praying the IGP to probe an alleged illegal printing of excess presidential ballot papers in the 2020 general elections.

He said he was surprised that the NDC would make such allegations, months after failing to prove their case at the Supreme Court where it (NDC) made allegations of vote padding in the 2020 election.

Speaking to journalists at the opening of a five-day training workshop for Commonwealth Election Professionals (CEP) in Accra Monday, the Attorney General argued that that the Police were not an election petition forum under the country’s laws.

The NDC last week petitioned the IGP to investigate what it claimed as the printing of one million extra ballot papers by Innolink Printing Press, one of the companies that printed the ballot paper for 2020 election.

The petition, signed by its General Secretary, Mr Johnson Asiedu Nketia, claimed that the papers were printed illegally and urged the Police to prosecute persons found culpable after the probe.

The NDC’s petition followed an earlier call on the Police by the Electoral Commission to investigate claims made by former President John Mahama that the Commission thumb printed one million ballot papers to favour President Nana Addo Dankwa in the 2020 presidential election.

The Police are yet to publicly respond to the two petitions.

Mr Dame described the NDC’s petition as “an attempt to unnecessarily mislead their own supporters and to think that Mahama performed any better in the election.”

“I’m very surprised that almost one year after the loss of that petition that they wildly make the claim of wrong allegation of votes involving over one million votes.

What is even more surprising is the forum which they made the allegation; is the Ghana Police Service an election petition forum in Ghana? It is the Supreme Court of Ghana and they had the opportunity of filing such a claim in the Supreme Court and they couldn’t even prove it,” he said.

The CEP Africa regional training event taking place in Accra this week, seeks to provide a platform for professional development, knowledge sharing and peer support to electoral administrators in the Commonwealth.

It is on the theme:” Delivering credible and inclusive elections in the era of COVID-19: Building public trust and confidence throughout the electoral cycle.”

Eighteen participants from 15 Africa Election Management Bodies, including Ghana, Bostwana, Cameroon, Kenya, Lesotho, Nigeria and South Africa are participating in the workshop.

Mr Dame told the participants that though the COVID-19 pandemic threatened the smooth conduct of elections, it did not warrant the postponement of elections against the schedule mandated by the constitution.

He cautioned that such postponements could lead to constitutional crisis and plunge a country into chaos.

Mr Samuel Tettey, the Deputy EC Chairman in charge of Operations, said in spite of the EC’s activities being disrupted ahead of the 2020 election, the Commission successfully conducted the elections as scheduled due to the stringent measures it (EC) put in place.

He said the Commission was ready to share ideas and support other election management bodies to smoothly undertake their elections amid the pandemic.

Ms Lindiwe Maleleka, the Political Advisor, Africa Section of the Commonwealth Secretariat, commended Ghana for being one of the few countries which conducted elections amid the pandemic.

She said the Commonwealth’s Observer Group that monitored the country’s 2020 elections reported that it was free, fair and transparent.

Walker rallies supporters and executives for 2024 election

Accra, Nov. 15. GNA – Mr Alfred Kwame Asiedu Walker, an Independent Presidential Candidate in the 2020 election, has rallied his national executives and supporters for an electoral showdown with the country’s two main political parties.

He asked them to “fight hard until the New Patriotic Party and the National Democratic Congress (NDC) are defeated in the 2024 election.”

Addressing Southern Ghana regional representatives on Sunday in Accra, he encouraged them not to relent but to work vigorously till 2024 to win power by preaching his vision and mission to Ghanaians.

It was the second and final meeting for the year for those regional executives in Southern Ghana, including the Ashanti region, Western North, Volta region, Central region and Greater Accra. Previous meetings have been held for representatives from the northern Ghana.

Mr. James Kwabena, the Ghana Union Movement (GUM) 2020 parliamentary Candidate for Kwabre East Constituency, said it is about time Ghanaians especially the youth changed “the NDC and NPP mentality” because they are not helping in the rapid development of the country.

“We need a savior, someone who will talk for us. It is time we the youth put our minds together as one listening to the visionary leader who shall die for us and for the love of the country because Mr. Walker thinks more for the youth than the older people. I’m appealing to the Ghanaian youth that let’s come together to rally behind him to win 2024 elections and rescue us from the two parties.”

Mr. Kofi Opoku alias (Henry B), a former NDC branch organizer at Nungua, Greater Accra Region, told the GNA that he left the party because they had not been fair to Ghanaians in terms of their promises.

“I was an NDC member but I have realized that they are untruthful to Ghanaians so I left to join United One Ghana. I believe that Mr. Walker can help Ghana so let’s all come together and vote for him so that when he comes to power our wishes will be granted.”

He therefore appealed to Ghanaians to dislodge both NDC and NPP because they have proved beyond doubts that they have nothing tangible to offer the nation other than dancing to the tune of their family and friends.

The NLA is only mandated to license Lotto Marketing companies under Act 722

Accra,- Under the act 722, the National Lottery Authority (NLA) is only mandated to license Lotto Marketing Companies and not Banker-to-Banker Lotto Operators, Agents, writers, Mr Justice Yeboah, Editor for NDC newsletter has said.

He said the management of National Lottery Authority (NLA) was therefore perpetuating acts of illegality in relation to the licensing of the Operators of Private Lotto (OPL) popularly known as “Banker-to-Banker lottery operations.

“All Private Lotto Operators, Agents and Writers are supposed to be licensed under Act 844 regulated by Act 722.

“Private Lotto Operators, Agents and Writers cannot be directly licensed under Act 722. It is only Lotto Marketing Companies which can be licensed directly under Act 722.”

This was in a statement signed and copied to the Ghana News Agency in Accra on Monday.

“The National Lottery Authority (NLA) under the National Lotto Act 2006 (Act 722) are supposed to issue coupons to Lotto Marketing Companies to sell in exchange of Lotto Commission which is currently at 20 per cent.

“How practically possible is it for the National Lottery Authority (NLA) to compete with the private sector Lotto Operators across Ghana?

“The poor Commission of 20 per cent to the lotto marketing companies has compelled majority of the Lotto Companies to sell for the Banker-to-Banker Lotto Operators to attract a Commission of between 30 to 40 per cent.

The statement called on the Ministry of Finance and the National Lottery Authority to create the enabling environment for the lottery industry to sustain the various jobs that were created by the Operators of Private Lotto.

It said the recent arrest effected by the National Lottery Authority was a threat to national security and had the tendency to create unemployment in the country.

Publication of Sustainable Financing Framework

Ghana initiated its 2021 International Capital Market Programme for the issuance of sovereign bonds in the last quarter of 2020. Subsequently, Parliament on 10th November 2020, granted Government approval to issue bonds amounting to US$3.00 billion, of which proceeds of up to US$1.5 billion was to be applied to support the 2021 budget and growth expenditures. The balance was to be used for reprofiling domestic debt and liability management purposes. Parliament also approved a further issuance of up to US$ 2.0 billion, for liability management purposes and reprofiling of domestic debt, should market conditions prove favourable.

In March 2021, Ghana successfully issued bonds worth US$3.025 billion comprising the first 4-tranche Eurobond which included an innovative zero-coupon bond, under the 2021 ICM Programme. The 4-tranche transaction was executed after a three-day virtual roadshow with a series of fixed income meetings with investors mainly domiciled in North America and Europe. Based on feedback received from various investor engagements, including the roadshow meetings in March, Ghana accelerated its plans to develop and establish a Sustainable Financing Framework (the “Framework”) that could be used in connection with any future ESG linked or related capital markets issuance.

The Ministry is pleased to report that the Framework, including the Second Party Opinion (SPO), has now been published on the Ministry’s website. It should be noted that publishing the Framework does not imply any new issuance under the ICM Programme. The intention of publishing the Framework is simply to allow our investors and stake holders to review its contents and be guided by it.

The Framework provides the Government of Ghana, through the Ministry of Finance the criteria to screen programmes and projects with sustainable, green and/or social credentials that may require financing from the National Budget.

Under the Framework, it is recommended that any ESG related issuances should fall under two (2) broad categories of Sustainable Financing Instruments- (a) those that will finance or re-finance eligible green and social projects and expenditures (Green, Social and Sustainability bonds) and (b) those that are linked to our performance versus our targets on certain defined KPIs (Sustainability Linked Bonds).

It is however important to note that, given the current market conditions, strong reserves position, the recent US$ 1.007 billion SDR allocation and the relatively stable currency, the Government of Ghana does not intend to access the international capital markets again this year.
