KT Builds Africa’s 1st Nationwide LTE Network in Rwanda

SEOUL, South Korea, May 14, 2018 /PRNewswire/ — KT Corp. (KRX: 030200) (NYSE: KT) has completed the construction of Rwanda’s nationwide LTE network, the first in Africa by South Korea’s top mobile carrier, as part of its efforts to boost global exports in the field of information and communications technology (ICT).

KT announced today that it celebrated the completion of Rwanda’s 4G LTE network at the Transform Africa Summit 2018, Africa’s largest ICT conference, which was held May 7-10 in the Rwandan capital, Kigali.

Addressing the summit on the landmark project, Yun Kyoung-Lim, President of KT Global Business Office, said that its completion represents a momentous stride in realizing ‘Smart Rwanda’ and the country’s Fourth Industrial Revolution.

With the completion of Africa’s first nationwide LTE network, 95 percent of the Rwandan people now have access to high-speed wireless broadband service. Rwanda has a population of about 12 million and 8.6 million people subscribe to mobile services, of which 1.15 million use smartphones.

The Rwandan government expects the faster mobile communication network will help improve the quality of life of the Rwandan people. The nationwide 4G coverage has been completed in the three and a half years since KT Rwanda Networks (KTRN), a joint venture between KT and the Rwandan government, launched commercial services from Kigali in November 2014.

Jean de Dieu Rurangirwa, Minister of Information Technology and Communication, Republic of Rwanda, called the network a splendid feat jointly achieved by KT and the Rwandan government. “Our government will continue to offer all possible support so that the network will improve the quality of people’s lives in many ways.”

KTRN has drawn attention as an outstanding example of public-private partnership. KT expects it will serve as a springboard for increased cooperation with other African countries, including Nigeria, South Africa, Malawi, Benin and Senegal.

Rwanda has hosted the Transform Africa Summit, organized by the Smart Africa Alliance, since 2013. This year’s summit, held at the Kigali Convention Center, drew the participation of 4,000 people, including the heads of state, cabinet ministers and project leaders from 54 countries.

Neurotechnology Identifies More Than 5 Million Duplicates in Massive Voter Deduplication in Democratic Republic of the Congo

MegaMatcher ABIS provided simultaneous deduplication of more than 46.5 million multibiometric voter records in less than two months to prepare for DRC 2018 elections

VILNIUS, Lithuania, April 24, 2018 /PRNewswire/ — Neurotechnology, a provider of high-precision biometric identification technologies, today announced the completion of a massive multibiometric voter registration deduplication project for the Democratic Republic of the Congo (DRC). Working directly with the Independent National Electoral Commission (Commission Électorale Nationale Indépendante or CENI) in the DRC, Neurotechnology used their MegaMatcher Automated Biometric Identification System (ABIS) turnkey solution based on the MegaMatcher Accelerator Extreme (MMA Extreme) matching engine to perform simultaneous deduplication of more than 46.5 million multibiometric facial and fingerprint voter records – an all-with-all comparison with a magnitude of 46.5 million x 46.5 million records. The system completed the job in less than two months, utilizing only 11 servers for matching and identifying more than 5.3 million duplicates – more than 10% of the original voter database.

For the DRC, more than 46.5 million voter records were collected with 10 fingerprints and a facial biometric for each record. MegaMatcher ABIS identified more than 5.3 million duplicate records. Neurotechnology’s age estimation algorithm was used to check each registered voter’s photo, estimate age and flag potential noncompliant records for review. During this process more than 900,000 records were found as noncompliant according to voter age requirements. This will have a significant impact on the upcoming elections where DRC constituencies are represented in National and Provincial Assemblies based on their voter numbers. The accuracy of the process was verified by nearly 300 human operators who manually reviewed and confirmed the duplicates and under-age records identified by the system.

Jinzheng Industrial Park, located in Yantai, China, is set on an 8.07-acre site with the total square footage of the building complex to be 291,470 (27,079 square meters). There will be two phases for the construction. Phase I includes a manufacturing facility that hosts a traditional manufacturing line and an automatic production line for membrane modules which are the key components for the wastewater treatment equipment, a manufacturing facility for wastewater treatment equipment, and an office building that hosts a research and development lab for membrane modules. Phase II includes the construction of a lab and a plant for membrane materials, which are the essential elements for membrane modules. The construction of Phase I commenced in September 2017. Part of the production facility that hosts the traditional manufacturing line for membrane modules and the facility for manufacturing wastewater treatment equipment have been completed and began operation on April 13, 2018. The remaining portion of Phase I project, including the office building, the R&D lab, and the automatic production line for membrane modules are slated for completion in approximately 4 months. Phase II is expected to commence in 2019, and the construction will take about one year. Upon completion, all the Company’s employees (currently 178) will move into Jinzheng Industrial Park. The Company is funding this project mainly from its IPO proceeds and the income generated from its operation.
